Bihar Government Pushes AI-Driven Growth Agenda, Seeks Expert Input on Draft Policy 2026

Stakeholders from government, industry and tech institutions discussed the draft AI Policy 2026, focusing on innovation, investment and talent development in Bihar.

Patna: The Bihar government on June 24 held a stakeholder consultation on the draft Bihar AI Policy 2026, bringing together representatives from industry, academia, technology companies and public institutions to discuss strategies for advancing artificial intelligence-driven growth in the state.

The meeting was organised by the Department of Information Technology and attended by Information Technology Minister Nitish Mishra, Chief Secretary Pratyaya Amrit, and Information Technology Department Secretary Abhay Kumar Singh, along with experts from national and international organisations.

Government Focuses on AI-Led Development

Addressing the gathering, Nitish Mishra said Bihar was entering a new phase of development and that the industrial sector would play a key role in the state’s transformation.

He said artificial intelligence could provide Bihar with new opportunities, strengthen its global competitiveness and help establish the state as a leading centre for innovation. According to Mishra, the government is working to create a favourable environment for investment and industry through reforms aimed at improving the ease of doing business.

He stated that the government is committed to ensuring timely and transparent approvals, permits and services for investors and businesses.

From Brain Drain to Brain Gain

Mishra said Bihar needed to move beyond outdated perceptions and embrace its growing strengths in innovation and entrepreneurship.

He described the state’s development vision as a shift from “Migration to Innovation” and from “Brain Drain to Brain Gain”, arguing that Bihar’s talent pool should increasingly become a source of job creation and entrepreneurship rather than migration.

The minister also suggested that the AI policy should place greater emphasis on export promotion and green energy to support sustainable industrial growth and attract global investment.

Ease of Doing Business Remains a Priority

Chief Secretary Pratyaya Amrit said the government continues to simplify regulations across sectors as part of its efforts to improve the business environment in Bihar.

He encouraged participants to act as ambassadors for Bihar’s development and emerging opportunities, adding that stakeholders would play an important role in communicating the state’s changing image to investors and institutions across India and abroad.

Amrit said the government would provide support to stakeholders seeking to contribute to Bihar’s growth and development.

Investment, Skills and Infrastructure Discussed

Information Technology Department Secretary Abhay Kumar Singh said the proposed policy framework could attract additional investment, generate employment and contribute to economic growth.

He noted that active participation from industry and investors would be essential to achieving the policy’s objectives.

During the consultation, participants discussed a range of issues including AI research, start-up development, skill-building initiatives, training programmes for students and teachers, open data frameworks, data centres, cybersecurity, responsible AI practices, large language models, digital infrastructure and investment promotion.

Industry Calls for Practical, Industry-Friendly Policy

Experts and industry representatives emphasised the need for a policy framework that is simple, practical and aligned with industry requirements.

Participants recommended creating a supportive ecosystem for AI companies while strengthening Bihar’s capacity for technology-driven innovation and economic growth.

Representatives from organisations including the IndiaAI Mission, Google India, Microsoft India, Sarvam AI, BharatGPT, NASSCOM, IIT Patna, C-DAC, NIELIT and MithilaStack participated in the discussions and shared recommendations on the draft policy.

The consultation forms part of the Bihar government’s effort to finalise an AI policy aimed at expanding digital infrastructure, attracting technology investment and preparing the state’s workforce for emerging opportunities in artificial intelligence.
