Patna: Bihar Governor Arif Mohammad Khan delivered a comprehensive address to the state assembly on the third day of the 2025 session, highlighting the achievements of the Nitish Kumar government and outlining its priorities for the future.
Opening his speech in the Central Hall, Khan greeted MLAs, Legislative Council members, the Chief Minister, and Deputy Chief Ministers, praising the recent assembly elections as a testament to democratic stability. “Bihar has once again voted for stability and good governance,” he said, congratulating Nitish Kumar on assuming office as Chief Minister for the tenth time and extending his best wishes to the cabinet.
A key focus of the address was the state’s development agenda. Khan noted the construction of 27 new medical colleges, which he said would make Bihar self-reliant in health education. Engineering courses are now being offered in every district, reversing a long-standing trend where students had to leave the state for higher education. “Today, students from other states are coming to Bihar for education,” he remarked.
Infrastructure development also featured prominently. The Governor highlighted rapid construction of bypasses, railway bridges, and new roads, claiming that even remote areas are now within five hours of Patna. “This road revolution is a sign of Bihar’s new rapid pace,” he said.
Social justice and inclusive development were central to the address. Khan cited initiatives supporting divorced women, the recognition of madrasas and equal salaries for their teachers, and schemes aimed at Hindu, Muslim, backward, extremely backward, and Dalit communities. Among the programmes mentioned were scholarships, the Civil Services Incentive Scheme, the Chief Minister’s Rural Transport Employment Scheme, and provisions for schools, hostels, and free coaching under minority welfare schemes.
Overall, the Governor’s address offered a detailed account of Bihar’s progress in education, health, infrastructure, and social welfare, reflecting both the government’s achievements and its vision for inclusive growth.
