Patna: The government of Bihar has pledged promotions and financial incentives for land reform officials as it seeks to end a strike that has disrupted administrative work across the state. Speaking to reporters on Saturday, Vijay Kumar Sinha, the deputy chief minister, said the administration was open to dialogue but insisted employees must first meet targets related to land revision cases.
The strike by staff in the Revenue and Land Reforms Department has slowed operations, particularly the processing of revision applications. Sinha reiterated that all pending revision work must be completed by March 31, describing the deadline as non-negotiable. Officials held a meeting with departmental staff on Friday evening, during which the primary demand – an increase in grade pay – was discussed. Sinha said the government would consider the request once performance obligations were fulfilled.
In an announcement aimed at incentivising zonal officers, the deputy chief minister said those demonstrating strong performance would be eligible for promotion to the post of circle officer (DCLR) under existing service rules. He also confirmed that each DCLR court would receive Rs 50,000 in operational funds, a measure intended to support case disposal.
The department’s principal secretary, CK Anil, issued instructions urging officials to resolve pending cases within the stipulated timeframe and avoid unnecessary delays. He stressed that public hearings must be properly facilitated, with adequate seating and drinking water arrangements for visitors.
Authorities also confirmed disciplinary action against officials implicated in fraudulent certificate cases. Sinha stated that the circle officer of Supaul Sadar, Prince Raj, had been dismissed following cabinet approval. Further investigations into similar complaints would be accelerated, he added.
In a separate administrative measure, the department announced plans to install CCTV cameras in all zonal offices, linked to a central command and control system in Patna. The surveillance system is intended to enhance transparency and oversight of public interactions. Zonal offices were also instructed to improve facilities for citizens attending hearings.
