Patna: The Bihar education department has made biometric attendance compulsory for all officials and the employees, introducing a stricter workplace monitoring system under which salary payments will be based on attendance records.
The new rules have come into effect immediately and are aimed at curbing late arrivals, early departures and unauthorised absence from offices.
Mandatory 9.30am reporting time
According to the directive, all employees must mark their attendance by 9.30am on every working day. Those arriving late may face disciplinary action.
The department said staff would also be required to remain available at their designated workstations during office hours.
Salaries tied to attendance data
Under the revised system, salary disbursal for officials and employees will depend on biometric attendance records, making verified presence a key requirement for payment.
The move is expected to tighten administrative discipline across the department.
Lunch break fixed, early exits barred
The department has fixed lunch hours from 1pm to 2pm. Officials and staff have been instructed to return on time and not leave office premises early under any circumstances without approved leave.
Employees found leaving before time or arriving late may be asked to provide written explanations.
Fortnightly inspections ordered
The directive also requires all department heads and senior officers to carry out fortnightly inspections of their respective branches and the offices.
Inspection reports will be submitted through official files to the additional chief secretary for review.
Action against unauthorised movement
Employees found away from their workstations or moving elsewhere without permission during office hours may also face action, the order said.
