Patna: Bihar Governor Lieutenant General Hasnain has said that the traditional definition of a country’s “neighbourhood” has changed, arguing that India’s neighbouring countries can no longer be understood solely through shared land borders. His remarks come amid India’s expanding strategic, economic and maritime engagement across the region.

The Governor’s comments are being seen in the context of India’s evolving foreign policy and its growing role in regional and global affairs.

Governor Redefines the Idea of a ‘Neighbourhood’

Speaking about India’s changing strategic outlook, Hasnain said neighbouring countries are no longer limited to those sharing contiguous land boundaries.

According to the Governor, maritime connectivity, trade relations, security cooperation and strategic partnerships have become equally important in defining relationships between nations.

Maritime and Strategic Partnerships Take Centre Stage

Hasnain’s remarks come as India continues to strengthen its presence in the Indian Ocean Region through increased maritime cooperation and security partnerships.

India has expanded economic, defence and connectivity initiatives with several countries across the Indo-Pacific, reflecting a broader understanding of regional engagement beyond geographical proximity.

A Reflection of India’s Evolving Global Role

The Governor said changing geopolitical realities have reshaped how nations interact with one another.

He noted that international relationships are increasingly driven by trade, maritime routes, connectivity and shared security interests, rather than only by common borders.

Why the Statement Matters

The remarks have drawn attention because they align with the broader discussion on India’s expanding strategic footprint and changing neighbourhood policy.

Observers say the statement reflects the growing importance of maritime diplomacy and strategic partnerships in India’s external engagement, while also highlighting how geopolitical realities continue to redefine regional relationships.

What’s Next?

While the Governor’s remarks do not represent a formal policy announcement, they have added to the ongoing debate over how India’s neighbourhood should be understood in an increasingly interconnected and strategically competitive world.
