Patna: Bihar Governor Syed Ata Hasnain has directed all universities in the state to clear pending salaries, salary arrears, retirement benefits and other dues of serving and retired teachers and staff by July 20, taking a serious view of repeated complaints over delays in payments.
The Governor has instructed all Vice-Chancellors to ensure that outstanding payments are made without fail. The Governor’s Secretariat issued the directive to all Vice-Chancellors on Monday.
Compliance Report Due by July 24
According to the order, universities must submit a compliance report to the Governor’s Secretariat by July 24, confirming that payments have been completed.
The directive applies to all serving teachers and non-teaching staff, as well as employees who retired on or before June 30. It covers pending salaries, salary arrears, retirement benefits and all other admissible dues.
Special Camps to Address Pending Cases
To identify and resolve cases that may have been overlooked by university administrations, special grievance camps will be organised at every university headquarters on July 27 and 28.
Registrars, Financial Advisors and Finance Officers will remain personally present during the camps to register complaints and ensure their resolution within a fixed timeline in what the Governor’s Secretariat described as “mission mode”.
Governor’s Secretariat Cites Repeated Complaints
The order stated that the Governor’s Secretariat had been receiving persistent complaints from multiple sources regarding delays in sanctioning and disbursing salaries, arrears and retirement benefits, despite the availability of funds.
Taking a serious view of the issue, the Governor directed universities to conduct a special drive to expedite the disposal of all pending payment-related cases.
Pending Complaints to Be Resolved by August 14
The Secretariat has instructed universities to resolve all complaints received during the special camps by August 14. A detailed action-taken report must be submitted to the Governor’s Secretariat by August 21.
In cases where payment cannot be made, universities have been asked to provide a clear and detailed explanation for the delay.
Salary Verification Cases Also Under Review
The order also directs universities to complete verification of all pending cases in the Salary Verification Cell by July 20, with the aim of preventing further delays in salary and retirement benefit payments.
Representatives of the Higher Education Department will attend the university camps to provide updated information on allocations released to each university for salaries, arrears and retirement benefits.
