Patna: Bihar governor Lt Gen (Retd) Syed Ata Hasnain has objected to the transfer and posting of officers and staff at Lok Bhavan, directing the state government not to make such changes without informing him in advance.
An office order issued by the Governor’s Secretariat said it had come to the administration’s notice that some officers and employees posted at Lok Bhavan were being transferred to other government departments while new personnel were being posted in their place.
The Governor’s Secretariat has instructed that any proposal concerning such transfers or postings must be brought to the governor’s notice before the order is implemented.
The precise transfers or postings that prompted the governor’s objection have not been specified in the order. Recent months, however, have seen several changes involving officers and staff posted at the Governor’s Secretariat in Patna.
Recent changes at Governor’s Secretariat
On August 3, the General Administration Department issued an order posting Sanjay Singh, an officer of the Bihar Secretariat Stenographer Service, to Lok Bhavan.
In July, Neeru Pathak, a Bihar Administrative Services officer serving as principal private secretary at Lok Bhavan, was transferred to the Directorate of the Chief Vigilance Commissioner. Stenographer Gopal Kumar was also recalled from Lok Bhavan and posted to the same directorate on July 8.
Earlier, on 18 June, two stenographer service officers, Anju Kumari and Satyaprakash Kumar, were posted to the Governor’s Secretariat after being transferred from the Directorate of the Chief Inquiry Commissioner.
There were also changes involving IAS officers. On June 17, IAS officer Nandlal Arya, then additional secretary at the Governor’s Secretariat, was transferred and appointed settlement officer of Buxar. On June 1, IAS officer Sanjay Kumar was transferred from the Rural Works Department and posted as additional secretary at Lok Bhavan.
Governor’s approval cited in several orders
The recent reshuffle has come amid changes involving personnel from different services posted to and from Lok Bhavan.
However, General Administration Department notifications indicate that most of the transfers and postings mentioned above were made with the governor’s approval.
It therefore remains unclear which specific transfer or posting, if any, was carried out without the prior intimation now sought by the Governor’s Secretariat.
Hasnain, a retired lieutenant general of the Indian Army, was appointed Bihar governor in March and sworn in as the state’s 43rd governor on March 14, 2026. He succeeded Arif Mohammed Khan, who had served as governor for about 15 months.
The latest direction places emphasis on prior communication with the governor before any future transfer or fresh posting involving officers and employees at Lok Bhavan.
