Patna: With the NDA set to return to power under Nitish Kumar, Bihar’s administrative machinery has shifted into high gear. Departments across the state have been tasked with preparing detailed briefing notes, PowerPoint presentations and budget outlines for ministers expected to take charge later this week.
Senior officials confirmed that the chief secretary will shortly convene a full-scale review meeting to assess the readiness of all departments before the new cabinet is sworn in.
According to instructions issued from the cabinet secretariat, bureaucrats have been asked to prepare four to five key briefing points for the incoming ministers, focusing on ongoing schemes, fiscal positions and priorities outlined during the NDA’s election campaign. Departments have also been told to highlight urgent policy decisions that will require immediate attention once the government assumes office.
Officials in the education, food and consumer protection, and labour resources departments said they have been directed to compile comprehensive lists of active schemes, pending proposals and major decisions awaiting clearance. Several departments — including planning and development, finance, rural works, health, panchayati raj, agriculture, energy and science and technology — have been asked to present up-to-date assessments of budget utilisation, project delays, and centrally sponsored schemes.
Each department will submit its digital presentations in both soft copy and CD formats and furnish a consolidated report to the Chief Secretary’s Cell, ensuring uniformity in briefing packages for ministers.
A high-level review meeting of additional chief secretaries, principal secretaries and secretaries is scheduled at the Old Secretariat, where preparations will undergo final scrutiny.
