Patna: The Nitish Kumar government has appointed secretaries to three newly created departments in Bihar as part of a wider reshuffle involving five IAS officers. The restructuring marks a significant expansion of the state’s administrative framework, taking the total number of departments to 48.
Rajiv Roshan, previously the Divisional Commissioner of Saran, has been named Secretary of the newly formed Higher Education Department. Dr Kaushal Kishore, who served as Divisional Commissioner of Darbhanga, will head the Youth, Employment and Skill Development Department. Nilesh Ramchandra Devre, until now Special Secretary in the Cabinet Coordination Department, has been appointed Secretary in-charge of the Civil Aviation Department.
The Sports Department was recently added as the state’s 45th department, indicating a broader reconfiguration of administrative priorities.
Changes in existing postings
A notification issued on Thursday by the General Administration Department stated that Ajay Yadav, Secretary of the Prohibition, Excise and Registration Department, has been relieved of all responsibilities relating to the Education Department.
Munger Divisional Commissioner Avnish Kumar Singh has been given additional charge of Commissioner of Bhagalpur Division. Bhagalpur Divisional Commissioner Himanshu Kumar Rai has been transferred to Darbhanga, where he will serve as Divisional Commissioner. Rai has also been assigned the additional responsibility of overseeing the Tirhut and Saran divisions.
The government said the reshuffle aims to strengthen administrative efficiency across sectors and support the functioning of the newly formed departments.
