Patna: The Bihar government on Friday carried out another major administrative reshuffle, issuing a second list of IAS transfers within a single day and appointing new divisional commissioners for Patna, Kosi and Purnia.
Under the latest changes, Animesh Kumar Parashar has been transferred from the post of Commissioner of the Patna Division and appointed Managing Director of Bihar Urban Infrastructure Development Corporation.
Mayank Varvade has been appointed the new Commissioner of Patna division.
The government also appointed Dinesh Kumar as Commissioner of the Kosi Division, while additionally assigning him charge of the Purnia Division.
The transfer notification was issued late on Friday evening by the General Administration Department.
Senior Bureaucrats Given New Responsibilities
Officials said Mayank Varvade, a 2001-batch IAS officer, had previously been serving as Principal Secretary of the Planning and Development Department.
Dinesh Kumar, a 2007-batch IAS officer, was earlier serving as Secretary of the Education Department.
Under the revised arrangement:
- Anshul Kumar has been relieved of the additional charge of Purnia divisional commissioner
- Kaushal Kishore has been assigned additional charge of BELTRON
Earlier Notification Saw 15 IAS Transfers
The latest reshuffle followed another transfer notification issued earlier on Friday in which the government transferred 15 IAS officers.
Among the major changes:
- Vinod Singh Gunjiyal was appointed Secretary of the Education Department
- B Rajender was relieved of his charge in the Education Department
- Rajesh Kumar was appointed Principal Secretary of the Public Health Engineering Department
Dinesh Kumar has now replaced Rajesh Kumar as Commissioner of Kosi division.

Administrative Reshuffles Continue Under Samrat Government
The large-scale transfers come amid continuing administrative restructuring under the government led by Samrat Chaudhary.
Since the formation of the new government and subsequent cabinet expansion, Bihar has witnessed frequent transfers involving IAS, IPS, BAS and BPS officers.
Officials noted that:
- around a dozen senior IAS officers were transferred on May 10
- two IPS officers and 61 BPS officers were transferred on Friday
- several subdivisions also received new SDPO postings
The state government has described the ongoing reshuffles as part of efforts to strengthen governance and administrative efficiency across departments.
