Patna: The Bihar government has initiated a statewide inspection of non-governmental recognised and aided madrasas, directing district administrations to form three-member committees at the block level to assess their functioning and compliance with prescribed norms.
The directive follows a recent announcement by Education Minister Mithilesh Tiwari regarding the verification of educational institutions receiving government support. The Education Department has issued instructions to District Magistrates across all districts to ensure timely implementation of the inspection process.
Three-Member Committee in Every Block
According to an order issued by Education Department Secretary Vinod Singh Gunjiyal, a three-member committee will be constituted in every block to conduct on-site inspections.
The committee will be headed by the Block Development Officer (BDO) or the Circle Officer (CO) of the concerned block. The Block Education Officer will serve as the Member Secretary, while the senior-most headmaster of a government secondary or higher secondary school located at the block headquarters will be included as a member.
DEOs to Oversee Nominations
The Directorate of Secondary Education has assigned the responsibility of nominating committee members to District Education Officers (DEOs).
Once constituted, each committee will be required to inspect the designated madrasa within 10 days. The inspection report, along with photographs and supporting evidence, must be submitted to the department headquarters for review.
Focus on Infrastructure and Compliance
The Education Department stated that the inspection aims to evaluate the actual status of educational infrastructure and determine whether institutions are operating in accordance with established regulations.
As these madrasas receive financial assistance from the state government, including grants used for the payment of teachers’ and staff salaries, officials said it is necessary to ensure that students receive quality education and that public funds are being utilised appropriately.
Government Warns of Action Against Violations
Education Minister Mithilesh Tiwari recently stated that all madrasas and Sanskrit schools in Bihar would undergo inspection. He said institutions found violating rules or operating irregularly could face strict administrative action, including closure if required.
The minister said the government would not tolerate any misuse of educational institutions and would take steps to protect the interests of students.
Sanskrit Schools Also Under Review
The minister also emphasised that the state government is committed to the development of both madrasas and Sanskrit schools.
According to the government, inspections will not be limited to one category of institution, and efforts will be made to ensure transparency, accountability, and adherence to educational standards across all aided institutions in the state.
Officials said institutions functioning in compliance with regulations and maintaining transparency would continue to receive government support and encouragement.
