Patna: The Bihar government has announced plans to establish new government medical college hospitals under a public-private partnership (PPP) model, with Saharsa and Gopalganj among the first districts to benefit. The initiative forms part of the state’s ‘Saat Nischay Part-3’ programme and is expected to be rolled out in phases over the next five years.
Officials said the move is aimed at strengthening Bihar’s healthcare infrastructure while expanding access to medical education in districts that currently lack such facilities. By adopting the PPP framework, the government intends to attract private investment to develop modern infrastructure, advanced diagnostic and treatment facilities, and improved institutional management systems.
The announcement is likely to be welcomed in districts such as Saharsa, where the demand for a medical college has been longstanding. Once operational, the institutions are expected to reduce the need for students to migrate to larger cities for medical studies and minimise patient referrals to metropolitan centres for specialised treatment.
In Gopalganj district, land measuring 24 acres and 37 decimals has already been identified and transferred for the proposed medical college in Manjha block. According to the state health minister, Mangal Pandey, a technical assessment has been assigned to the Bihar Medical Services and Infrastructure Corporation Limited (BMSICL), and the tendering process will begin after the inspection report is submitted. The proposed campus is envisioned as a future healthcare hub for the region.
The government has indicated that additional districts without medical colleges will be included in subsequent phases of the programme. Officials say the expansion is designed not only to improve healthcare delivery but also to generate employment opportunities and boost regional development across the state.
