Patna: Bihar is preparing to roll out a new coaching policy in the coming year, with implementation expected from April at the start of the 2026–27 academic session. The Education Department is finalising revisions to the policy, which will be sent to the cabinet later this month for approval.
The proposal had initially been forwarded to the cabinet before the assembly elections but was returned with suggestions for amendments. Officials said the revised draft is now almost complete. Before it is resubmitted, the department will also seek the approval of the state-level competent authority.
The department had originally planned to introduce the new policy in the current academic year, 2025–26, but the election cycle caused delays.
Ban on government teachers working in coaching centres
Among the most significant changes, government teachers will be barred from teaching in coaching centres. The Education Department has said action will be taken against teachers found to be involved in coaching based on verifiable evidence. The new rules also prohibit any government school or educational institution from hosting or operating a coaching centre — a provision absent from previous regulations.
Coaching institutes will not be allowed to operate during school hours.
District-level committees and stricter oversight
Under the revised framework, a district-level committee headed by the District Magistrate will oversee the registration of coaching centres. Institutions seeking registration must declare their fee structures for all courses and publicly display the prescribed fees. Complaints of exorbitant charges will be investigated, and violations may invite action.
Centres running without registration will face penalties. If a coaching centre fails to adhere to the commitments made at the time of registration, authorities may recommend cancelling its registration. The government also plans periodic random inspections to strengthen compliance.
Officials said the new policy aims to introduce greater accountability, transparency and student protection in a sector that plays a decisive role in Bihar’s education landscape.
