Patna: Bihar is set to introduce a new land registration framework from May 21, bringing significant changes to the process of buying and selling property across the state.
According to the new guidelines issued by the state government, land transactions will now require verification by the concerned Circle Officer (CO) before registration can proceed.
Officials said the revised system had been designed to improve transparency, reduce disputes and provide greater protection to buyers during property transactions.
Circle Officer Verification To Become Mandatory
Under the new rules, sellers will not be able to complete land transactions unless the concerned Circle Officer submits a verification report regarding the property.
As part of the process:
- land-related documents will first be uploaded on an online portal
- users will have to specify the administrative circle (Anchal) where the land is located
- the portal will then forward the details to the concerned CO for verification
Officials said the Circle Officer would be expected to submit the verification report within approximately 10 days.
Only after this verification process is completed will the land be eligible for registration and sale.
Delay By Officials Will Not Stall Transactions
The new framework also includes provisions aimed at preventing administrative delays.
According to the guidelines, if the Circle Officer fails to submit the verification report within the stipulated 10-day period, the information uploaded on the portal will automatically become the basis for proceeding with the transaction.
In such cases:
- buyers will be allowed to complete the registration process
- accountability for any discrepancies will rest solely with the concerned official
The government said the measure was intended to minimise negligence and ensure timely disposal of cases.
Verification Reports To Include Land Status And Disputes
Under the new system, Circle Officers will be required to provide detailed reports covering:
- whether the land is privately owned or government land
- whether any disputes are pending
- authenticity of ownership documents and claims
- validity of submitted records
Officials said the online verification mechanism would help both buyers and sellers by making land-related information accessible before registration.
The government believes the system will:
- streamline property transactions
- reduce fraud and disputes
- improve transparency in land dealings across Bihar
The move comes amid broader efforts by the state government to digitise land records and reform administrative processes linked to property ownership and registration.
