Patna: The Bihar government has introduced sweeping changes to the state’s land registration system, revising minimum government land values and strengthening online verification procedures in an effort to improve transparency and reduce fraudulent property transactions.
Under the new framework, stamp duty and registration charges will now be calculated using revised minimum government valuations rather than the earlier rates. Officials say the changes are intended to better reflect prevailing land values while improving the integrity of the registration process.
Government Revises Land Valuation
The revised minimum land values apply to both urban and rural areas across Bihar.
According to the government, significant increases have been made in municipal corporations, municipal councils and nagar panchayats, while minimum land values have also been revised upward in rural areas.
Officials said the earlier gap between government valuations and prevailing market prices often allowed property transactions to be registered at artificially low values, leading to revenue losses. The revised rates are intended to narrow that gap.

Mandatory Online Verification
The government has also strengthened the e-registration system by making online verification of land records a compulsory step before registration.
Applicants will be required to upload complete details of the property, including the Anchal, Mauza, Khata number, Khesra number, boundary details (Chauhaddi) and Jamabandi records.
The application will then be forwarded electronically to the concerned Anchal Officer for verification.
Officials said the verification process must be completed within 10 days. If no objections are raised during that period, the application will automatically move to the next stage, and applicants will receive an SMS notification.

Impact On Buyers And Landowners
The revised government valuation is expected to increase registration costs for many buyers because stamp duty and registration fees will now be based on the updated minimum values.
However, officials say the higher valuation could also benefit landowners by improving access to bank loans and increasing the benchmark used to determine compensation when land is acquired for public projects such as highways and other infrastructure works.

Concessions And Fraud Prevention
The government said the existing concession on stamp duty for property transfers from a male owner to a female beneficiary will continue under the revised framework, while standard rates will apply in other cases.
Officials also said the strengthened online verification system is intended to reduce fraudulent registrations and land disputes by ensuring that land records are verified before deeds are registered.
According to the government, the reforms are designed to make Bihar’s land administration system more transparent, improve public confidence in property transactions and strengthen safeguards for landowners and buyers alike.
