Patna: The Bihar government has initiated steps to restrict the playing of obscene, double-meaning and caste-based songs in public spaces, with the state’s art and culture department writing to the home department seeking effective enforcement measures.
Officials said the move is aimed at maintaining social harmony and protecting Bihar’s cultural identity.
Concerns over public broadcasting
In its letter to the home department, the art and culture department said objectionable songs are frequently played in markets, public gatherings, vehicles, wedding ceremonies and other social and cultural events across the state.
The department said such content was contributing to social discomfort and weakening the spirit of communal harmony.
It also warned that songs containing caste-based references could trigger tensions, disputes and disturbances in local communities.
Impact on women and children
The department said the adverse impact of such songs was particularly visible among women and children, who often feel uncomfortable when such content is played in public.
Officials noted that repeated exposure to objectionable lyrics could affect the wider social and cultural environment.
The government said preserving public decency and ensuring a respectful atmosphere in shared spaces remained a priority.

Preserving Bihar’s cultural identity
The art and culture department said Bihar’s folk traditions, languages and cultural heritage carry a distinct identity and dignity, which should be protected.
Officials said public spaces should reflect these values rather than promote content considered offensive or divisive.
Home department asked to act
The letter, sent by government secretary Pranav Kumar, has requested the home department to take necessary action to regulate such songs across the state.
District magistrates, senior superintendents of police and superintendents of police have also been informed to ensure action at the local level if required.
Scope for stricter enforcement
The government said the initiative is intended to create a better social atmosphere, ensure the safety and dignity of women and children, and strengthen Bihar’s cultural values.
Officials indicated that stricter administrative measures may follow in the coming days depending on the response from district authorities.
