Patna: The Bihar government has directed officials to complete all targets under the PM Surya Ghar Muft Bijli Yojana (ULA Model) by November 2026, with Chief Secretary Pratyaya Amrit warning that negligence in the implementation of the scheme will invite action against underperforming agencies.
The directions were issued during a state-level review meeting held via video conferencing on Monday. The meeting assessed district-wise progress in beneficiary verification, rooftop solar installations, quality control and overall implementation of the scheme.
Chief Secretary Warns Against Poor Performance
Chairing the meeting, Pratyaya Amrit instructed officials to ensure that the scheme’s targets are achieved within the stipulated timeline. He said agencies that consistently perform poorly should be reviewed and appropriate action initiated against them.
He also directed district administrations to accelerate implementation so that eligible beneficiaries receive the benefits of the scheme without delay.
Focus on Beneficiary Verification
Ajay Yadav, Secretary of the Energy Department and Chairman-cum-Managing Director of Bihar State Power Holding Company Limited (BSPHCL), said verification of eligible beneficiaries, installation of rooftop solar systems, quality assurance and implementation monitoring are being carried out at the headquarters level.
He instructed district authorities to speed up the work, undertake regular field inspections and strengthen safety measures and monitoring of power infrastructure.
The Chief Secretary also stressed the need for early verification of eligible consumers under the Kutir Jyoti category to expand the scheme’s coverage and meet the prescribed targets within the deadline.
Banks’ Meeting Scheduled on August 10
To address issues related to financial assistance under the scheme, the state government will hold a special meeting with senior bank officials on August 10.
The meeting will review cases involving loan approvals and rejections, with the aim of resolving bottlenecks in the sanction process and ensuring timely access to finance for beneficiaries.
Districts Asked to Work in Coordination
The Chief Secretary directed all District Magistrates, concerned departments and implementing agencies to work in close coordination to complete the scheme within the prescribed timeline.
The review meeting was attended by Rahul Kumar, Managing Director of North Bihar Power Distribution Company Limited (NBPDCL), Saurav Jorwal, Managing Director of South Bihar Power Distribution Company Limited (SBPDCL), District Magistrates from across the state and senior officials of the concerned departments.
