Patna: The Bihar government has issued new guidelines for private coaching institutes across the state, introducing measures aimed at increasing transparency and safeguarding student interests.
Under the new directives, all coaching institutes will be required to provide complete details of their enrolled students to the respective district administration. The move is intended to strengthen monitoring mechanisms and ensure greater accountability within the coaching sector.
The government has also announced that coaching institutes will not be permitted to conduct classes during the scheduled teaching hours of schools and colleges. However, this restriction will not apply to students who have already completed their regular school or college education.
Focus on Student Welfare
The decision comes as part of the state’s efforts to regulate the functioning of private coaching centres and address concerns regarding their operations.
According to the government, the requirement to share student data with district authorities will help maintain records of enrolment and facilitate oversight of educational activities. Officials said the measure is designed to promote transparency while ensuring that students remain engaged in formal education.
Education Department Asked to Draft Regulations
The Education Department has been instructed to prepare detailed regulations for implementing the new guidelines.
The proposed framework will define operational standards for coaching institutes and outline compliance requirements. Authorities have indicated that strict action will be taken against institutes found violating the rules.

Sharing the decision on social media platform X, Bihar Chief Minister Samrat Choudhary said the directives were issued with student interests as the primary consideration.
He stated that coaching institutes must furnish student details to district administrations and should not operate during regular school and college teaching hours. He also noted that the Education Department had been directed to formulate the necessary regulations.
