Patna: Bihar’s chief secretary Pratyaya Amrit chaired a high-level review meeting on the implementation of the Centre’s ‘Scheme for Special Assistance to States for Capital Investment’ (SASCI) for 2026-27, directing departments to accelerate execution and ensure compliance with guidelines.
The scheme, introduced by the Ministry of Finance, Government of India, provides interest-free loans to states for 50 years to boost capital expenditure and strengthen long-term economic capacity.
Rs 2 Lakh Crore Allocated To States
Officials said a total allocation of Rs 2,00,000 crore has been earmarked for all states under the scheme for the current financial year.
Of this:
- Rs 75,000 crore has been set aside as untied funds
- Rs 67,000 crore will be distributed based on states’ share in central taxes
The scheme also includes targeted incentives across 12 sectors, including agriculture, mining reforms and public finance IT systems.
Focus On Key Infrastructure Projects
Priority projects under the scheme include the construction of Unity Malls, police housing, working women’s hostels and the development of tourism infrastructure to global standards.
Officials said these investments are aimed at generating a high multiplier effect and strengthening productive capacity across sectors.

Compliance And Monitoring Emphasised
Amrit directed all departments to strictly adhere to the Centre’s guidelines, including branding norms and timely submission of utilisation certificates through the PFMS portal.
He also instructed officials to expedite the transfer of accrued interest from Single Nodal Agency accounts to the Consolidated Fund of India.
Regular Reviews Planned
The meeting was attended by senior officials including Mukesh Kumar Lal, who will oversee regular monitoring of the scheme.
Officials said progress will be reviewed periodically, with fortnightly high-level assessments to ensure timely implementation.
Departments Asked To Set Priorities
The chief secretary asked departments to identify five priority areas for the upcoming financial year and finalise project proposals at the earliest.
He said the focus should be on ensuring that Bihar maximises the benefits available under the scheme through timely execution and effective planning.
