Patna: Chief Minister Samrat Chaudhary launched the ‘Seva Sankalp’ (Pledge of Service) and ‘Kayakalp’ (Transformation) campaign and inaugurated the ‘Kayakalp’ portal on Friday.
Additional Chief Secretary of the Rural Development Department H.R. Srinivasa gave a presentation on the portal and its functions during the programme.
Two-Phase Focus Of Campaign
Chaudhary said the campaign would focus on improving and maintaining public amenities and assets, along with the construction of new infrastructure.
The first component involves the upgradation, strengthening and repair of existing assets, which must be completed by November 30. The Chief Minister urged public representatives and officials to complete these works before Diwali.
The second component involves the construction of new infrastructure and assets, with a deadline of March 31, 2027.
Chaudhary called for the involvement of public representatives, including representatives of Panchayati Raj institutions and urban local bodies, in implementing the campaign. He also suggested incorporating the campaign’s activities into programmes organised on Panchayat Vikas Diwas.
Schemes To Be Monitored Through Portal
Information on schemes under the campaign from departments including Rural Development, Health, Social Welfare, Public Health Engineering, Panchayati Raj, Urban Development and Housing, Education, Backward Classes and Extremely Backward Classes Welfare, and Scheduled Castes and Scheduled Tribes Welfare will be made available on the Kayakalp portal on a priority basis.
The portal will record information on the progress of schemes, work completed to date and completed schemes, along with other relevant details.
The information will also be available through the ‘Kayakalp’ mobile app.
According to the Chief Minister, the portal will help monitor the progress of schemes and accelerate pending works.

Focus On Small-Scale Development Works
Chaudhary said the campaign would focus on small-scale schemes aimed at providing better facilities to the public.
He directed that all pending small-scale development works at the Panchayat level be completed by November 30.
These include painting schools, constructing community centres where required and building Anganwadi centres. He also directed officials to ensure necessary facilities in hostels, including Ambedkar Hostels and Karpoori Thakur Hostels.
Pending minor works in health centres, community buildings and other public institutions are also to be completed within the November 30 deadline.
Ministers Asked To Monitor Progress
The Chief Minister directed officials of the concerned departments and district administrations to work according to the objectives of the campaign and complete the identified works within the stipulated deadlines.
He asked ministers to monitor progress and called for cooperation at the local level to ensure effective implementation.
Chaudhary said the campaign could help complete pending minor works and improve public satisfaction by addressing infrastructure gaps and difficulties faced by people.
Senior Officials Attend Programme
Rural Development Department Additional Chief Secretary H.R. Srinivasa welcomed the Chief Minister by presenting him with a green sapling.
Deputy Chief Minister Vijay Kumar Chaudhary, Rural Development Minister Shravan Kumar, Health Minister Nishant, Urban Development and Housing Minister Nitish Mishra, Education Minister Mithilesh Tiwari, SC & ST Welfare Minister Lakhendra Kumar Roshan, Social Welfare Minister Shweta Gupta and Public Health Engineering Minister Sanjay Kumar Singh attended the programme.
Principal Secretary to the Chief Minister Deepak Kumar, Chief Secretary Pratyaya Amrit, Development Commissioner Mihir Kumar Singh and senior officials from the departments covered under the campaign were also present.
District magistrates and other officials from all districts participated in the programme through video conferencing.
