Bihar Government Reports 63,115 Job Opportunities, 4,600 Placements and Modernisation of 149 ITIs in Major Skill Development Push

State reviews major skill development push under Saat Nischay-3 with focus on future-ready training, ITI modernisation and industry-linked employment generation.

Patna: The Planning and Development Department of the Government of Bihar reviewed key schemes under the Youth, Employment and Skill Development framework of ‘Saat Nischay-3’ on June 19, 2026, assessing progress in job creation, industrial training, and future-ready skill programmes.

The meeting, chaired by Development Commissioner Mihir Kumar Singh, examined ongoing efforts to align training systems with emerging industrial and technological requirements.

Employment Generation and Rozgar Setu Performance

Officials reported that 63,115 employment opportunities were generated across various government programmes between November 2025 and May 2026. The Bihar Rozgar Setu portal has further facilitated 68,822 job linkages for youths so far, according to departmental data presented in the review.

The government said these outcomes are part of its broader goal of doubling employment opportunities and income levels in the state.

Skill Training Aligned with Future Sectors

The Development Commissioner directed the department to restructure skill development programmes in line with future job markets. He emphasised training in sectors such as solar technology, air-conditioning repair, plumbing, energy management, battery technology, electric vehicles, green jobs and artificial intelligence.

He also asked for stronger industry partnerships to ensure training reflects real-time labour market requirements.

ITI Modernisation and Centre of Excellence Model

Under collaboration with Tata Technologies, 149 Industrial Training Institutes (ITIs) have been modernised in Bihar. These institutes are offering 23 advanced courses covering areas such as Industry 4.0, robotics, Internet of Things (IoT), electric vehicles, advanced manufacturing and automation.

Additionally, 44 government polytechnic institutes have established Centres of Excellence, where 26,740 youths have been trained and 4,600 have secured employment, according to official figures.

PM-SETU Project and Infrastructure Expansion

The review also covered the Pradhan Mantri Skilling for Transformation and Unnati (PM-SETU) programme, under which 15 hub-and-spoke ITI clusters are being developed across the state. The total project cost is Rs 3,615 crore.

Officials said the initiative aims to strengthen industry-based training, digital learning infrastructure and employment-oriented skill development systems.

Testing, Certification and Institutional Strengthening

A proposal for a permanent testing and evaluation centre at the Dashrath Manjhi Kaushal evam Niyojan Parisar was reviewed. The facility, in collaboration with BELTRON, is expected to conduct skill tests, typing tests and aptitude assessments with a capacity of at least 100 candidates per day.

Plans are also being considered to develop certification systems in collaboration with the Indian Institute of Information Technology (IIIT).

Seat Utilisation and Admission Flexibility

The department noted that approximately 76 per cent of ITI seats in the state are currently filled. Officials were directed to relax eligibility criteria in the second phase of admissions in institutes where enrolment remains below 75 per cent in the first phase.

The move aims to improve utilisation of training infrastructure and increase youth participation in vocational education.

AI Modules and Language Training Expansion

The department reviewed 90 AI-based video training modules developed for skill enhancement. Language training programmes are also underway in English, Japanese, German and Arabic, with plans to include Korean, French and Spanish in future phases.

Focus on Healthcare and Women-Centric Training

The Development Commissioner emphasised prioritising healthcare, paramedical and medical support courses, particularly in women-focused ITIs, citing growing employment opportunities in the health sector.

He also called for detailed assessments of industry demand ahead of upcoming mega job fairs to improve placement outcomes.

Conclusion and Action Plan

The meeting concluded with instructions to all concerned departments to prepare a time-bound action plan for achieving Saat Nischay-3 targets. The government said initiatives such as Mega Skill Centres, Aryabhatta International Skill Hub, Rozgar Setu and PM-SETU will play a key role in positioning Bihar as a leading state in skill development and employment generation.
