Patna: The Bihar State Women’s Commission has reported significant progress in grievance redressal and women’s awareness initiatives during the past year, while outlining plans to strengthen access to justice and support services across the state.

Commission Chairperson Apsara Mishra said the institution’s role is not limited to resolving complaints but also includes educating women about their legal rights and entitlements.

Awareness Campaign Reaches Villages

As part of its outreach efforts, the Commission has published awareness diaries and calendars for the first time. It has also launched the campaign, “Mahila Aayog Aapke Dwar, Janiye Apne Haq Aur Adhikar”, aimed at taking information about women’s rights directly to communities.

The campaign began in Meyari-Salempur village of Samastipur district and drew participation from more than 3,000 women.

Patna Records Highest Number of Complaints

According to Commission data, Patna received the highest number of complaints during the past year, with 713 cases registered. Of these, 674 have been disposed of, while 39 remain pending.

Nalanda reported the lowest number of complaints, with 97 cases received. Bhagalpur registered 562 complaints and disposed of 526, while Begusarai resolved 419 of the 461 cases it received.

Doorstep Hearings Help Reduce Pendency

Mishra said that when the Commission was reconstituted in June 2025, more than 9,751 cases were pending.

To accelerate disposal and make hearings more accessible, the Commission launched the “Mahila Aayog Aapke Dwar” programme. Under the initiative, special hearing camps have so far been organised in 12 districts, allowing women to present their cases closer to their homes.

Online Complaint Facility Introduced

The Commission introduced an online complaint filing system on September 19, 2025, enabling women to register grievances without visiting Commission offices.

Apart from grievance redressal, Commission teams are regularly inspecting One Stop Centres, prisons and girls’ homes across Bihar. The body is also taking suo motu cognisance of issues related to women’s safety and rights and initiating action when required.

Disposal Rate Crosses 93%

Among major districts, Samastipur disposed of 344 of 349 complaints received, while Rohtas resolved 250 of 253 cases. Gaya recorded the highest pendency among the listed districts, with 54 cases still awaiting disposal.

According to Commission figures, a total of 3,859 complaints were received during the period. Of these, 3,592 cases were disposed of and 250 remained pending, resulting in a disposal rate of more than 93 per cent.
