Bihar Tables Rs 1.02 Lakh Crore Supplementary Budget as Monsoon Session Opens Amid Opposition Protests

Patna: The Bihar government’s five-day monsoon session began on Monday with a mix of legislative business and political confrontation, as the opposition staged protests over the NEET paper leak while Finance Minister Bijendra Yadav presented a supplementary budget of Rs 1,02,627 crore for the current financial year.

The opening day’s proceedings also saw the introduction of 13 government Bills covering sectors ranging from urban development and higher education to taxation, land administration and healthcare. According to the government, the supplementary budget is intended to provide additional funding for ongoing schemes and departmental expenditure.

Opposition Raises NEET Paper Leak Issue

Soon after the Assembly convened, opposition members disrupted proceedings by raising slogans over the alleged NEET paper leak and demanding the resignation of Union Education Minister Dharmendra Pradhan.

Assembly proceedings resumed after the Speaker intervened and appealed for order, allowing the House to take up its scheduled legislative agenda.

Supplementary Budget Focuses on Additional Spending

Presenting the supplementary budget, Finance Minister Bijendra Yadav said the government was seeking approval for additional expenditure amounting to Rs 1,02,627 crore during the current financial year.

According to the state government, the allocation is intended to meet additional financial requirements across departments and support the implementation of ongoing development programmes.

Officials indicated that sectors such as education, health, rural development, road construction, social security and other public welfare schemes are expected to receive additional funding through the supplementary budget.

The detailed allocation across departments will be examined during the Assembly’s budget discussions.

Government Introduces 13 Bills

The government also introduced 13 Bills on the first day of the session. They include proposals relating to urban governance, higher education, taxation, land management, healthcare and business regulation.

The Bills introduced are:

  • Bihar Urban Development Bill, 2026
  • Bihar Private Universities (Amendment) Bill, 2026
  • Bihar Shops and Establishments (Regulation of Employment and Conditions of Service) (Repeal) Bill, 2026
  • Indian Stamp (Bihar Amendment) Bill, 2026
  • Registration (Bihar Amendment) Bill, 2026
  • Bihar Ease of Doing Business Bill, 2026
  • Bihar Gambling (Prohibition) Bill, 2026
  • Bihar Goods and Services Tax (Amendment) Bill, 2026
  • Bihar Agricultural Land (Conversion for Non-Agricultural Purposes) (Repeal) Bill, 2026
  • Bihar Land Mutation (Amendment) Bill, 2026
  • Bihar Medical (Amendment) Bill, 2026
  • Bihar Nurses Registration (Amendment) Bill, 2026
  • Bihar Sugar Undertakings (Acquisition) (Amendment) Bill, 2026

The Bills will now undergo further discussion and consideration in the House before any final decision is taken.

Five-Day Session Underway

The monsoon session of the Bihar Legislature is scheduled to continue until July 24.

According to the Assembly’s agenda, the government will seek to complete key legislative business during the five-day session. The opposition, meanwhile, is expected to raise issues including unemployment, education, law and order, inflation and other matters affecting the state.

With the supplementary budget now before the House and several legislative proposals awaiting debate, the remaining days of the session are expected to feature discussions on both the government’s spending plans and its legislative priorities.
