Patna: The Bihar Education Department is preparing to introduce a digital monitoring system for teachers in government schools from November, with classroom instruction, teaching methods and student participation to be assessed through a dedicated dashboard.

According to the department, specially selected teachers will conduct school inspections and upload their observations to the digital system. The reports will subsequently be reviewed by the Education Minister and senior departmental officials.

How Will Classroom Monitoring Work?

Under the proposed system, designated monitoring teachers will visit three schools every day. They will observe classroom teaching, including the subjects being taught and the methods used by teachers.

The monitoring will also examine student participation. Inspectors will assess whether students are engaging with the lesson, answering questions and asking questions during classroom interactions.

Schools Will Not Receive Prior Notice

The department plans to conduct inspections without informing monitoring teachers in advance about the schools they will visit.

Schools will also not be notified beforehand about the arrival of the monitoring teacher. The department said this is intended to provide a more realistic assessment of classroom teaching rather than a prepared inspection.

Second Inspection to Cross-Check Reports

The Education Department is also planning a counter-check mechanism to verify monitoring reports.

After an initial inspection, another monitoring teacher will visit the same school and submit an independent report. The two reports will then be compared, and further action will be considered only when the findings are consistent.

The department said the mechanism is intended to improve the reliability of classroom monitoring.

Teachers From Other Districts to Conduct Inspections

Selected teachers will be assigned monitoring responsibilities after receiving the necessary training.

The department plans to deploy them to schools outside their home districts, with the aim of maintaining greater impartiality during inspections.

Officials expect more teachers to become available for these responsibilities after the ongoing teacher transfer process is completed. New appointments are also being made, according to the department.

Education Dashboard to Track Reports

All information collected during school visits will be uploaded to a digital dashboard.

The system will allow the Education Minister and senior officials to review reports and monitor classroom teaching patterns across government schools.

The department intends to use the information to assess not only teacher performance but also the quality of classroom instruction and the level of student engagement.

IT System Expected to Be Ready by November

Education Minister Mithilesh Tiwari said the proposed monitoring system would be entirely IT-based.

The department is targeting completion of the required IT infrastructure by November, after which the digital monitoring mechanism is expected to begin operating.

The initiative is designed to provide the department with regular data on teaching practices and classroom participation, while the counter-check system is intended to strengthen the credibility of inspection reports.
