Patna: Bihar’s Education Department has released details of its new transfer policy for teachers working in government schools, introducing an online application process aimed at standardising transfers across the state. Applications under the new system will open on July 29 through the department’s online portal.
According to the department, there is no fixed target for the number of teachers to be transferred during the first phase. Instead, every eligible application received through the portal will be examined in accordance with the provisions of the policy.
First Phase To Focus On Adjustment And Rationalisation
The first phase of the transfer exercise will be conducted between August 7 and September 9. During this period, the department will undertake adjustment and rationalisation of teachers across government schools.
Officials said the allocation of teachers will be based on the teacher-student ratio, with priority given to schools facing shortages while identifying institutions where teachers are in surplus. The exercise is intended to improve the distribution of teaching staff across the state’s school network.
Mutual Transfer Applications Included
The policy also introduces a provision for mutual transfers, allowing two teachers to exchange their postings by mutual consent.
According to the Education Department, such applications will be examined by the District, Divisional and State Establishment Committees. The department has scheduled the disposal of mutual transfer cases between September 10 and September 14.
General Transfers To Begin After Vacancy List Is Published
Teachers seeking transfers within their district or block under the general transfer category will have to wait until the next stage of the process.
The department said it will publish a revised list of vacancies in government schools by September 16. Applications for general transfers will then be accepted from September 17 to September 23. Officials expect this phase to receive the largest number of applications.
Entire Process To Be Conducted Online
According to the department, the transfer process will be monitored daily through the online portal, enabling officials to track applications in real time.
Teachers will be required to indicate their preferred schools while submitting applications. Final postings will depend on vacancies available in those schools and the eligibility criteria prescribed under the transfer policy.
The department said the online system is intended to improve transparency and reduce manual intervention during the transfer process.

According to the Education Department, the new transfer policy is designed to make teacher transfers more transparent, predictable and efficient.
Officials said the system is expected to reduce the scope for discretionary decisions while helping ensure that schools with teacher shortages receive staff based on academic requirements. The policy also allows teachers to express preferences for their desired postings, subject to vacancies and applicable rules.
