Patna: Bihar Cabinet has approved the “Bihar State Teacher Transfer Rules 2026”, paving the way for a structured and statewide transfer system for school teachers, head teachers and principals across government schools.
The decision was taken at a cabinet meeting chaired by Chief Minister Samrat Choudhary. Officials said the new framework will cover more than 5.5 lakh teachers working in primary, middle, secondary and higher secondary schools across Bihar.
Portal-Based Transfer System
According to Cabinet Secretariat Department Additional Chief Secretary Arvind Kumar Chaudhary, transfers will be implemented through a rule-based digital portal once the notification is issued.
He said the system aims to bring transparency and uniformity in teacher postings across the state’s school network.
Humanitarian Grounds for Transfers
The rules also provide provisions for transfers on humanitarian grounds, including health conditions, disability, spouse posting, and other verified personal circumstances.
Female teachers may be considered for transfer from their home panchayat to a nearby panchayat within the same block, while male teachers may be posted to a nearby block within the same district, excluding their home block.
Staffing and Education Balance
Officials said teachers may also be posted to schools facing staff shortages to improve the teacher-student ratio across districts.
The government expects the policy to address long-standing concerns related to uneven distribution of teaching staff.
Other Cabinet Decisions
The cabinet meeting reportedly cleared 47 agenda items in total.
It also approved the formation of the Bihar State Rural Employment Guarantee Council, which will advise the government on the implementation of the VB-GRAM G scheme.
In addition, administrative approval of Rs 47.76 crore was granted for conducting an independent third-party bridge safety audit across the state.
