Patna: Bihar Education Department has introduced stricter attendance rules for teachers in government schools, making online attendance on the e-Shiksha Kosh portal the basis for salary payments. Under the revised system, teachers who are late to school or leave before the scheduled time on three occasions will face a deduction of one day’s salary.
The department has directed education officials across all districts to implement the new attendance mechanism and ensure strict compliance.
Salaries Linked to Digital Attendance
According to the new guidelines, teachers’ salaries will be processed only on the basis of attendance recorded through the e-Shiksha Kosh portal. The digital system records the exact time of entry and exit, enabling the department to monitor punctuality more closely.
Officials said the move is intended to strengthen accountability and ensure regular attendance in government schools.
One-Day Salary Deduction After Three Violations
Under the new rule, three instances of late arrival or early departure—whether on consecutive days or spread over different dates—will result in the deduction of one day’s salary.
District education authorities have been instructed to enforce the provision uniformly across all government schools.
Separate Action for Attendance Manipulation
The department has also warned against misuse of the online attendance system. Teachers found marking attendance through photographs or any other means without being physically present at school will face separate disciplinary proceedings.
In addition, teachers whose attendance is not recorded on the portal for a particular day may be treated as absent, which could also affect their salary.
District Officials Asked to Submit Compliance Reports
The Education Department has sought attendance compliance reports from all Block Education Officers (BEOs) and school headmasters.
Officials have been asked to certify that teachers’ attendance is being recorded accurately through the online system. The department said salary disbursement will proceed only after the required reports are received.
Teachers Express Concern
The new directive has raised concerns among sections of teachers, particularly those who occasionally face delays or experience technical issues while marking attendance online.
Teachers are now required to report to school on time each day and record both their “in” and “out” attendance through the e-Shiksha Kosh portal.
Aim to Improve School Discipline
The Education Department said the measures are intended to improve discipline in government schools and enhance the learning environment by ensuring teachers are present during working hours.
The digital monitoring system has been rolled out across government schools in Bihar, and the department indicated that online attendance records may also be considered in future assessments of teachers’ performance.
