Patna: Bihar has implemented a new time-based electricity billing system from April 1, introducing differential tariffs for consumers using smart prepaid meters.
Under the revised system, electricity charges will vary depending on the time of day, with lower rates during daytime hours and higher tariffs during evening peak periods. The move is aimed at encouraging more efficient energy use and easing pressure on the power grid.
Consumers will now receive monthly bills that include a detailed breakdown of electricity consumption across different time slots, rather than just total units consumed.

Officials said the system currently applies to around 8.6 million domestic consumers who have smart prepaid meters installed. However, approximately 11 million consumers without smart meters will remain outside the scope of the new tariff for now.
Consumers with a sanctioned load exceeding 10 kW may also benefit from the revised structure, even if they do not yet have smart meters.
Electricity bills will comprise three main components: energy charges based on consumption, a 6% electricity duty, and a fixed charge of Rs 80 per kilowatt for domestic users. In cases where consumption exceeds the sanctioned load, the fixed charge will be doubled as a penalty.
Authorities said the time-of-day tariff system is expected to help balance electricity demand and supply by encouraging consumers to shift usage away from peak hours.
