Patna: In a move aimed at easing the burden on motorists, the Bihar government has announced a one-time settlement scheme offering up to 50% relief on pending traffic fines, including long-standing e-challans.
The decision was approved at a cabinet meeting chaired by chief minister Samrat Choudhary on Wednesday. The initiative, titled the One-Time Traffic Fine Settlement Scheme 2026, seeks to resolve a backlog of cases while providing financial relief to vehicle owners across the state.
Under the scheme, fines related to traffic violations such as riding without a helmet or seatbelt, driving uninsured vehicles, and breaching statutory road regulations can be settled by paying half the original penalty amount. Officials say the measure is designed to encourage compliance while reducing the administrative burden of unresolved cases.
Pending e-challans that have remained unpaid for more than 90 days will be taken up through the National Lok Adalat, allowing for quicker disposal of cases. The scheme has come into effect immediately and will remain operational until the end of the 2026–27 financial year.
Authorities estimate that millions of drivers could benefit from the initiative. A minimum payable amount has also been fixed under the scheme, though details are expected to be clarified by the transport department.
Government officials said the policy would not only help citizens clear long-pending dues at reduced rates but also streamline vehicle-related administrative processes often delayed by unpaid fines. At the same time, it is expected to boost revenue collection and significantly reduce the backlog of traffic violation cases.
The transport department has indicated that it will run awareness campaigns to ensure maximum participation, framing the scheme as both a relief measure and a step towards improving adherence to traffic rules.
