Patna: Bihar government on Monday launched the “Jan Bhagidari – Sabse Door, Sabse Pehle” campaign, a state-wide outreach initiative focused on expanding government services and welfare delivery in tribal-dominated regions.
The campaign was formally inaugurated during a state-level orientation session held under the “Janjatiya Garima Utsav” programme and chaired by Chief Secretary Pratyaya Amrit.
Campaign To Cover 771 Tribal Villages
Officials said the initiative, organised by the Ministry of Tribal Affairs, would cover:
- 771 tribal villages
- 74 blocks
- 24 tribal-dominated districts
District administrations in all 24 districts launched the programme simultaneously on Monday.
According to the government, the campaign will include:
- saturation camps
- plantation drives
- health camps
- awareness programmes
- on-the-spot services related to welfare schemes
Public Hearing Camps Planned From May 21 To 23
Authorities said special public hearing camps would also be organised between May 21 and May 23 to address:
- local grievances
- civic issues
- documentation problems
- beneficiary requirements
The initiative aims to ensure access to key government services and welfare benefits for eligible residents.
These include:
- Aadhaar and document verification
- Ayushman cards
- scholarships
- pensions
- ration cards
- banking facilities
- social security schemes
- health check-ups
Officials said daily progress reports would be monitored at the state level throughout the campaign.

Chief Secretary Calls For ‘Mission Mode’ Implementation
Addressing officials during the orientation session, Chief Secretary Pratyaya Amrit directed departments to implement programmes in tribal regions in “mission mode”.
He stressed that:
- welfare benefits must reach the “last person”
- implementation should remain transparent and time-bound
- maximum public participation should be ensured during camps
The Chief Secretary described the initiative as “not merely a government programme” but a broader social campaign connected to the dignity, rights and development of tribal communities.
Senior Officials Attend Hybrid Orientation Session
Officials from the Scheduled Castes and Scheduled Tribes Welfare Department outlined the campaign framework, departmental responsibilities and monitoring mechanisms during the session.
The department also appealed to:
- district administrations
- local representatives
- government departments
to actively support the implementation of the initiative.
The hybrid-mode session was attended by:
- department’s secretary Sandeep R. Pudkalakatti
- director Priyanka Rani
- district officials and senior administrative personnel from participating districts.
