Patna: Bihar government has begun preparations to reorganise the state’s urban local bodies in response to rapid urbanisation and expanding municipal infrastructure. The Urban Development and Housing Department has directed all District Magistrates to submit proposals by August 30, 2026, outlining potential mergers of urban bodies, expansion of municipal boundaries, creation of new urban local bodies and upgradation of existing ones.
The exercise is intended to ensure that administrative changes can be implemented after the completion of the 2027 Census, in accordance with the provisions of the Bihar Municipal Act, 2007.
Blueprint Prepared Ahead of 2027 Census
The department had earlier sought similar proposals in 2025. However, the reorganisation process was put on hold because changes to administrative boundaries are generally not undertaken before a national census.
With the census approaching, the government has restarted the preparatory process so that proposals can be examined and acted upon once the census is completed.
District Magistrates Asked to Submit Detailed Proposals
According to the department’s directive, many urban centres in Bihar have expanded to the point where neighbouring municipal areas have effectively become contiguous. In such cases, the government will consider merging two or more urban local bodies into a single administrative unit.
The department has also proposed expanding municipal limits by incorporating adjoining rural areas that have become part of the urban growth corridor.
District administrations have been asked to submit proposals covering:
- Merger of two or more urban local bodies
- Expansion of municipal boundaries by including adjoining rural areas
- Upgradation of Nagar Panchayats to Nagar Parishads
- Upgradation of Nagar Parishads to Nagar Nigams
- Constitution of new urban local bodies
Population Criteria for Urban Local Bodies
The Urban Development and Housing Department has reiterated that proposals must satisfy the population norms prescribed for each category of urban local body.
The prescribed criteria are:
- Nagar Panchayat: Population between 12,000 and 40,000
- Nagar Parishad: Population between 40,000 and 2 lakh
- Nagar Nigam (Municipal Corporation): Population of 2 lakh or more
These thresholds will determine whether a new urban body can be established or an existing one upgraded.
Detailed Information Required
The department has instructed districts to submit comprehensive data along with their proposals. The information must include:
- Total population
- Total number of workers and agricultural workers
- Geographical area and population density
- Administrative boundaries
- Details of surrounding landmarks
- Police station jurisdiction
- Maps in the prescribed format
The government will assess the proposals based on these parameters before taking a decision on the restructuring of urban local bodies after the 2027 Census.
August 30 Deadline
All District Magistrates have been directed to submit their proposals to the Urban Development and Housing Department by August 30, 2026, enabling the state government to prepare a comprehensive blueprint for Bihar’s next phase of urban administrative reorganisation.
