Patna: The Bihar Urban Infrastructure Development Corporation (BUIDCO) has launched a statewide pre-monsoon inspection drive ahead of the first spell of seasonal rainfall, with officials and staff placed on alert across districts.
The initiative has been undertaken on the instructions of BUIDCO Managing Director Animesh Kumar Parashar, who has directed officials to carry out on-ground inspections of drains, roads and construction sites and submit reports directly to the corporation’s headquarters.
Standardised Reporting System Introduced
BUIDCO has issued a standard reporting format to officials across Bihar, requiring all field personnel to submit inspection findings in a uniform manner.
According to the corporation, the reports are intended to support preventive measures and ensure public safety during the monsoon season. Officials have also been directed to spend more time in the field than in offices during periods of heavy rainfall.
Focus on Four Key Areas
The inspection campaign will prioritise four critical aspects of urban infrastructure:
Construction Site Barricading
Teams will verify whether construction sites are adequately barricaded to prevent accidents, particularly during low-visibility conditions and at night.
Open Manholes
Officials have been instructed to identify and address any uncovered manholes or drainage structures that could pose safety risks to pedestrians and motorists.
Drainage Channels
Inspections will assess whether open drains and water discharge routes remain unobstructed to facilitate smooth storm water flow during rainfall.
Road Restoration
Teams will examine roads affected by excavation work to ensure that restoration has been completed and that no hazardous potholes remain before the monsoon begins.
Geo-Tagged Evidence Mandatory
BUIDCO has made it mandatory for officials to upload photographs of inspected sites and provide geo-tagged visual evidence in their reports.
The reporting mechanism will cover issues identified at various administrative levels, including Project Directors (PDs), Deputy Project Directors (DPDs) and Assistant Project Directors (APDs).
Accountability Measures Announced
The Managing Director has warned that negligence in conducting inspections will not be tolerated. Officials may be held accountable if inadequate reporting contributes to waterlogging, safety incidents or infrastructure failures during the monsoon.
BUIDCO also stated that construction agencies found responsible for deficiencies in project execution may face penalties, debarment or blacklisting under applicable rules.
