Patna: A high-level delegation from the Chhattisgarh State Election Commission visited Bihar on Wednesday to examine the technology-driven systems and electoral reforms adopted by the Bihar State Election Commission in conducting panchayat and urban local body elections.
The study visit was organised at the commission’s headquarters in Patna, where officials presented various digital tools and administrative measures used to enhance transparency, efficiency and security in the electoral process.
Focus on digital election technologies
Officials briefed the delegation on the complete election management process, including nomination, polling and counting procedures.
Particular emphasis was placed on technological initiatives introduced in recent years. The delegation was given a live demonstration of the e-voting system developed by the commission.
According to Bihar State Election Commission Secretary Mukesh Kumar Sinha, the system is designed to make voting more accessible while improving transparency and technology integration in electoral processes.
Facial recognition and digital verification systems showcased
The delegation was also introduced to the Facial Recognition System (FRS), which is used to verify voter identities and reduce the risk of impersonation and electoral fraud.
Officials explained how the technology supports voter authentication and strengthens the integrity of election management.
OCR and digital security tools examined
The Chhattisgarh team also studied the use of Optical Character Recognition (OCR) technology, which enables faster and more accurate digital processing of election-related documents and records.
In addition, officials demonstrated the commission’s digital lock system, a security mechanism designed to protect sensitive electoral data and digital records.
Live demonstrations were conducted to provide the delegation with a practical understanding of the technologies in use.
Exchange of administrative and technical experiences
Senior officials and technical experts from the Bihar State Election Commission participated in the discussions.
Presentations covered election reforms, the use of electronic voting machines, security management, digital record maintenance and technology-based monitoring systems. Members of the commission’s technical teams also addressed queries from the visiting delegation.
Delegation highlights value of Bihar’s initiatives
Members of the Chhattisgarh delegation described Bihar’s technology-led election management practices as an important step towards strengthening transparency and democratic processes.
They noted that several of the systems developed and implemented in Bihar could serve as useful models for other states, particularly in areas such as e-voting, facial recognition, OCR-based processing and digital security.
Earlier in the day, Chhattisgarh State Election Commission Deputy Secretary Alok Kumar Srivastava and Associate Professor Dr N K Behar were welcomed by Bihar State Election Commission Secretary Mukesh Kumar Sinha at the commission headquarters.
Concluding the meeting, State Election Commissioner Dr Deepak Prasad said that the exchange of technological expertise and administrative innovations between states could contribute to stronger democratic institutions and more effective election management.
