CM Samrat Choudhary Urges Bihar MLAs to Be the Voice of the People, Announces Special AI Session in Assembly

Chief Minister urged legislators to make full use of parliamentary tools and proposed AI training to improve governance and legislative functioning.

Gayaji: Bihar Chief Minister Samrat Choudhary on Saturday urged legislators to act as the voice of the people and make full use of parliamentary procedures to raise public issues in the Legislative Assembly.

He was addressing a two-day orientation programme for MLAs at the Bihar Institute of Public Administration and Rural Development (BIPARD), which was inaugurated by Vice President C.P. Radhakrishnan.

MLAs Should Represent Public Concerns

Addressing the gathering, Choudhary said MLAs represent lakhs of people and therefore carry the responsibility of ensuring that citizens’ concerns reach the government.

He encouraged legislators to actively participate in Assembly proceedings by making use of Question Hour, Zero Hour, Calling Attention Motions and Cut Motions, describing them as essential democratic mechanisms rather than procedural formalities.

“The welfare of the people can only be ensured when their issues, expectations and suggestions are effectively presented before the government,” he said.

Focus on Inclusive Development

The Chief Minister said democracy becomes stronger when development reaches the most marginalised sections of society.

He said the state government is working towards the vision of a “Viksit Bihar” envisioned by Prime Minister Narendra Modi and former Chief Minister Nitish Kumar. He also said administrative processes have been made time-bound to improve accountability and ensure timely delivery of public services.

Proposal for AI Training in the Assembly

Highlighting the growing role of technology in governance, the Chief Minister proposed a special training session on Artificial Intelligence (AI) for members of the Bihar Legislative Assembly.

He said AI could support the government’s zero-tolerance approach towards corruption by improving monitoring, reducing irregularities and strengthening administrative processes.

Appeal to Make Better Use of Assembly Sessions

The Chief Minister urged MLAs to utilise every Assembly session effectively by focusing on development and public welfare alongside political debates.

He said elected representatives should actively raise constituency-related issues during House proceedings to fulfil the trust placed in them by voters.

Government Highlights Investment and Infrastructure Plans

Speaking about the state’s development agenda, the Chief Minister said Bihar continues to prioritise industrial growth, investment and good governance.

He said modern bus terminals are being developed at 31 locations under the Public-Private Partnership (PPP) model. According to him, around 480 commercial spaces that had remained unused for years are being redeveloped with modern facilities.

He also said the Urban Development Department is working on township projects worth approximately Rs 1 lakh crore, which could attract nearly Rs 6.5 lakh crore in private investment.

Expansion of Higher Education

The Chief Minister announced that 213 new degree colleges are being opened across Bihar.

He said the initiative would significantly improve access to higher education for young people and described it as one of the largest simultaneous expansions of degree colleges in the state’s history.

Vice President Inaugurates Orientation Programme

Vice President C.P. Radhakrishnan inaugurated the orientation programme at BIPARD.

Among those present were Governor Lt. Gen. (Retd.) Syed Ata Hasnain, Assembly Speaker Prem Kumar, Legislative Council Chairman Awadhesh Narayan Singh, Deputy Chief Minister Vijay Kumar Choudhary, members of both Houses of the Bihar Legislature and members of the Council of Ministers.

Eight Technical Sessions Planned

The two-day programme includes eight technical sessions covering parliamentary functioning, legislative procedures, Question Hour, Zero Hour, Calling Attention Motions, House proceedings, the role of elected representatives, capacity building and parliamentary etiquette.

Assembly Speaker Prem Kumar said the training programme is intended to strengthen democratic institutions rather than serve any political party. He added that newly elected MLAs would receive guidance on parliamentary procedures to help them discharge their responsibilities effectively.

Security Tightened in Gaya

Extensive security arrangements were put in place across Gaya for the Vice President’s visit.

Traffic restrictions remained in force on key routes between Gaya Airport and BIPARD until 2 pm, with diversions implemented across several roads. The temporary restrictions also affected normal movement in the city, prompting some private schools to modify their academic schedules for the day.
