Patna: Bihar is set to introduce a paperless land registration system across all registration offices from July 15, as the state government completes preparations for the transition to a fully digital process.
The Department of Prohibition, Excise and Registration has issued guidelines to all district magistrates and directed them to expedite the issuance of licences to service providers to ensure the smooth implementation of the new system.
End-To-End Registration To Move Online
Under the new arrangement, land registration documents will be processed entirely through an online platform.
The digital system will cover the submission of documents, e-filing, e-signatures, biometric verification, online property valuation, calculation of stamp duty and registration fees, and appointment booking through the Integrated Registration System (IRS) portal.
The government said the move is aimed at making land registration faster, more transparent and less dependent on physical paperwork.

Service Providers To Handle Digital Applications
Licensed document writers (katibs), trainee document writers, stamp vendors and advocates involved in registration work will be eligible to function as service providers under the new system.
The Bihar Stamp Rules, 2026, provide exemptions relating to prescribed educational and other qualifications for these categories, allowing experienced professionals already associated with registration work to participate in the digital process.
Service providers will upload the details of buyers and sellers, facilitate e-filing of documents, arrange e-signatures and biometric verification, generate e-stamp codes, and assist applicants in booking online registration slots.
Government Expects Faster And More Transparent Services
Officials said the paperless system is expected to reduce paperwork, shorten processing time and improve transparency in registration services.
The initiative is part of the state’s broader push to expand digital governance and simplify public service delivery.

Banka Ready For Rollout
According to Hemant Kumar, District Sub-Registrar of Banka, preparations for the transition are in their final stages and the district is ready to implement the paperless registration system from July 15.
Registration offices in Banka handle around 100 documents each day. During the 2025–26 financial year, 25,103 documents were registered across the district, including 13,248 at the Banka Registration Office and 11,882 at the Amarpur Registration Office.
The district also exceeded its revenue target for the year, collecting Rs 92.89 crore against a target of Rs 86.38 crore, or 107% of the target.
Officials said the statewide rollout is expected to significantly modernise Bihar’s land registration process by enabling citizens to complete most formalities through digital channels.
