Patna: India Post is moving towards making the Railway Mail Service (RMS) and other mail office operations paperless, with a high-level committee tasked with reviewing existing procedures and recommending a digital framework.
The committee, constituted through an official memorandum issued on August 24, will examine the use of paper records across the mail process and submit its report within one month.
Review Of Mail Operations
The committee will review procedures covering the receipt, processing, transmission, dispatch and delivery of mail within the RMS.
It will identify activities that can be shifted from paper-based records to digital systems, with the aim of making mail operations faster, more transparent and less dependent on physical documentation.
Software Integration In Focus
The committee will also examine the applications and software currently used across RMS operations.
It will assess the scope for integration and interoperability between these systems to enable smoother information exchange and reduce duplication across digital platforms.
Digital Records And Authentication
The proposed framework will cover more than the elimination of paper records. The committee will recommend processes for the creation, authentication, maintenance and retrieval of digital records.
It will also examine how important records can be systematically stored and accessed when required.
Technical And Operational Challenges
The committee will identify technical and operational hurdles that could arise during the transition to a paperless system.
It will recommend measures to address these challenges and assess how the proposed digital framework can be implemented across different mail offices.
Vishnu Ambarish To Chair Committee
Vishnu Ambarish, Director of the Centre for Excellence in Postal Technology (CEPT), will chair the committee.
Experts with knowledge of postal operations may also be included, depending on the requirements of the review, to provide technical and operational inputs.
Monitoring System Proposed
The committee will recommend an effective monitoring mechanism to oversee the implementation of the paperless system and ensure continued compliance with digital procedures.
The mechanism is expected to support regular reviews of how digital processes are being used across mail offices.
Inputs From Postal Circles And Divisions
The committee may seek inputs from relevant divisions, wings and circles of India Post to incorporate operational requirements into the proposed system.
The recommendations will form the basis for measures required to implement the paperless RMS framework and related digital changes.
Report Due Within A Month
India Post’s memorandum dated August 24 requires the committee to submit its report within one month.
The report is expected to include recommendations on digitising RMS operations, integrating existing software systems, managing digital records and addressing technical and operational challenges.
