Lakhisarai Ashokdham Tragedy: Barricading, Wiring And Encroachments Raise Crowd Safety Questions

Weak barricading, exposed generator wiring, a fallen electricity pole and narrow access routes have emerged as key issues requiring scrutiny after seven women died in the August 17 stampede.

Lakhisarai: The Ashokdham temple tragedy has raised questions over the adequacy of crowd-management and safety arrangements at the fairgrounds after seven women devotees died in a stampede-like incident on August 17.

The incident occurred during the third Somwari of the Shravan month, when a large number of devotees had gathered at the temple. Officials have said that crowd pressure and a rumour involving an electric wire contributed to the panic.

However, details emerging from the site point to several physical and administrative vulnerabilities that require examination, including bamboo barricading, generator wiring, a weak electricity pole and encroachments along important access routes.

Barricading And Electrical Wiring Under Scrutiny

A zigzag barricading system had been installed near the junction between the southern gate of the Ashokdham temple and Ashokdham railway station. A control room and CCTV cameras were also positioned in the area.

According to the information emerging from the site, however, the route between the control room and the railway station was not fully covered by CCTV surveillance.

A generator point had been established nearby, with power cables reportedly routed towards the railway station and supported by electricity poles. Eyewitnesses said sparks were seen from a wire before rumours of an electric shock spread through the crowd.

The rumour triggered panic among devotees. Reports from the incident also indicate that an electricity pole fell during the chaos, further worsening the situation. The precise sequence of events remains subject to investigation.

Pole Collapse Added To The Panic

Eyewitness accounts cited in reports said a worker associated with the generator operator attempted to climb the pole to remove the wire amid the confusion.

The pole reportedly had a weak base and fell towards an adjoining field. Whether the pole was structurally sound, how the wiring had been installed and who was responsible for the arrangement will need to be established by investigators.

The roles of the generator operator, electricity officials and personnel responsible for managing the fairgrounds also require scrutiny.

Narrow Entry Point Created A Crowd Bottleneck

Another potential vulnerability was the barricaded entry point near Drishti Kiran Villa, where devotees approaching from the temple side and those arriving from the railway station were funnelled through the same area.

The limited space meant that a sudden increase in the number of people could create intense crowd pressure, particularly when devotees arriving from the station joined those already waiting to enter the temple.

Reports have said that the arrival of trains contributed to a rapid increase in the crowd before the incident. The administration has also indicated that crowd pressure caused barricades to give way.

It was in this area that the stampede-like situation unfolded, resulting in the deaths of seven women devotees.

Encroachments Further Reduced Available Space

Encroachments along the road between the temple and Shivganga also warrant examination as part of the wider safety assessment.

While parts of the road towards the temple gate had been barricaded, shops and other encroachments reportedly occupied portions of the remaining space, narrowing the route available to devotees.

This becomes particularly significant during a high-footfall religious gathering, when entry and exit routes need sufficient width to absorb sudden changes in crowd movement.

The reported failure to fully clear the route despite directions from the district administration raises questions about enforcement and pre-event inspection.

Four Questions For The Investigation

The circumstances raise several questions that the ongoing inquiry will need to address:

  1. Was a safety audit conducted to assess the strength of the barricades and the ditch immediately beyond them?
  2. Were the generator and electrical cables installed safely, and was an emergency mechanism available to immediately disconnect the power supply?
  3. Were encroachments removed from entry and exit routes to ensure adequate space for the movement and evacuation of devotees?
  4. Why was the entry point selected if the available space was insufficient to accommodate devotees waiting to enter the temple and those arriving from the railway station?

The Lakhisarai district administration has constituted a panel to investigate the incident and examine possible lapses in crowd management and safety arrangements.

The investigation will need to establish whether the tragedy resulted solely from a sudden surge in crowd pressure or whether weaknesses in infrastructure, electrical arrangements, route planning and enforcement contributed to the scale of the disaster.

Identifying and addressing those vulnerabilities before the next Somwari will be critical to preventing a repeat of the incident.
