Patna: Patna is set to use artificial intelligence and camera-based surveillance to monitor roads, cleanliness and other civic services under a new Civic Services Surveillance and Monitoring Project launched by Patna Smart City.

The Urban Development Department has approved the initiative, which will deploy around 19 AI-equipped e-scooters across the Patna Municipal Corporation’s 75 wards.

The e-scooters, named ‘Nagar Netra’, will patrol designated areas and record civic conditions using cameras. The project is expected to be extended to other major cities in Bihar if it proves successful in Patna.

AI To Detect Civic Problems

Each ‘Nagar Netra’ e-scooter will be fitted with a smart dashcam and GPS. The cameras will capture road conditions in 4K resolution using a 110-degree wide-angle lens.

AI and machine-learning systems will analyse the footage to identify civic problems, allowing officials to receive information about issues as they are detected.

The system is designed to identify potholes, scattered garbage, unclean roads, broken or open manholes, non-functional streetlights, encroachments, stray cattle and illegal hoardings.

Central Monitoring At ICCC

A Central Civic Services Operations Center will be established at the Integrated Command and Control Center (ICCC) near Gandhi Maidan.

Live information collected by the e-scooters and other cameras will be transmitted to the centre. When the AI system identifies an issue, an alert will be sent to the concerned department and official through a mobile application.

The system will also record how long an identified problem remains unresolved and track the action taken by the responsible department.

Each Ward To Be Inspected Twice A Week

Under the project, roads and civic conditions in every municipal ward will be monitored twice a week.

A ward-wise inspection schedule will be prepared, with each e-scooter expected to cover approximately four wards.

This monitoring system is intended to provide regular data on civic conditions and help officials track the response to reported problems.

E-Scooters Can Travel More Than 100 Km

The ‘Nagar Netra’ e-scooters will use 3 kWh lithium-ion batteries and are expected to cover more than 100 km on a single charge.

Dedicated charging hubs will be established at the ICCC or other designated locations to support their operations.

The agency responsible for implementing the project is expected to be selected by September.

Model Planned For Other Bihar Cities

The project is intended to strengthen monitoring of civic services and improve accountability within the municipal administration.

If the Patna model is successful, authorities plan to introduce a similar system in other major Bihar cities, including Bihar Sharif, Muzaffarpur and Bhagalpur.
