Patna: National Highways Authority of India (NHAI) has revised highway construction schedules and issued a state-wide heatwave safety advisory in Bihar amid rising temperatures and growing concerns over extreme heat conditions.
The move comes as several parts of Bihar continue to experience intense heat and heatwave-like conditions.
Afternoon Construction Work Suspended
Under the new protocol, road construction activities involving high heat exposure — including:
- asphalt laying
- welding
- other heat-intensive operations
will remain suspended between 12pm and 3pm.
NHAI has instructed Project Directors and contractors across districts to complete such work either during early morning hours or in the evening.
Officials said the measures were aimed at reducing the risk of heatstroke among labourers and field staff working on national highway projects.
Cooling Breaks And Medical Support Made Mandatory
According to the advisory:
- labourers will be provided mandatory “cooling breaks”
- contractors must ensure the availability of ORS, glucose and cold drinking water at worksites
- temporary shelters are to be constructed at vacant roadside locations for workers and travellers
NHAI stated that there would be “no compromise” regarding worker safety and health during periods of extreme heat.
Toll Plaza Staff To Work In Rotational Shifts
Separate guidelines have also been issued for employees working at toll plazas.
Authorities directed operators to minimise outdoor exposure and introduce rotational shifts between 11am and 3pm to protect workers from prolonged exposure to hot winds and direct sunlight.
Heatwave Training To Be Conducted For Staff
Officials and field personnel will undergo specialised training on:
- recognising symptoms of heat exhaustion
- identifying heatstroke cases
- emergency response procedures
The objective, according to NHAI, is to ensure timely medical assistance in case of emergencies on highways or at project sites.
Ambulances To Remain On Constant Alert
Patrol ambulances stationed along national highways have been instructed to remain equipped with:
- ice packs
- cold drinking water
- IV fluids
Authorities said the ambulances would remain in constant readiness to assist travellers in cases involving:
- vehicle breakdowns
- heat-related illness
- roadside emergencies
Route patrolling teams have also been directed to remain continuously mobile to respond quickly to incidents on highways.
Weekly Monitoring And Inspections Ordered
NHAI officials have been instructed to conduct regular inspections to ensure compliance with the heat safety measures.
Authorities said action would be taken against contractors or agencies found violating the guidelines.
Officials are also required to submit weekly inspection reports reviewing implementation of the new safety protocols.
