Patna/Gaya: Bihar chief minister Nitish Kumar on Tuesday inaugurated Manthan 2025, a two-day workshop for senior administrative officials, at the Bihar Institute of Public Administration and Rural Development (BIPARD) in Gaya.
The workshop has brought together all divisional commissioners and district magistrates from across the state, marking one of the first major administrative engagements of the new government. Lighting the ceremonial lamp, Kumar urged officials to implement government programmes swiftly, efficiently, and with integrity.

Addressing the gathering, the chief minister emphasised that public representatives and civil servants carried significant responsibility towards citizens. “People have high expectations from you,” he said, calling on officials to work with sensitivity, dedication and honesty in the public interest. Kumar reiterated the government’s goal of placing Bihar among India’s five most developed states and asked officers to complete priority schemes within set timelines.
The Chief Minister later inaugurated and unveiled foundation plaques for multiple facilities within the BIPARD campus, including the Samvad Vatika, yoga complex, landscaped lawns, Nakshatra Van, the renovated Brahma Yoni Sarovar, a horse-riding track, the Vikramshila library, a motor vehicle training centre, an astronomy gallery, the BIPARD gallery and a centre of excellence. He subsequently inspected the facilities and reviewed arrangements across the campus.
The programme was attended by several senior leaders and officials, including legislators Manorama Devi and Jyoti Devi, principal secretary to the chief minister Deepak Kumar, chief secretary Pratyaya Amrit, additional chief secretary and BIPARD director general B Rajender, and senior administrative and police officials from the Magadh division and Gaya district.
During the event, Kumar was felicitated with a bouquet and a memento. He also posed for a group photograph with all participating divisional commissioners and district magistrates.

After the workshop inauguration, Kumar visited the Mahabodhi Temple in Bodh Gaya, where he offered prayers for peace, prosperity and well-being in the state. He was presented with a memento by the Bodh Gaya Temple Management authorities.
