Patna: The Bihar government has initiated consultations on the Draft Development Plan-2047 for the proposed Pataliputra Greenfield Satellite Township, with senior officials emphasising the need for a well-planned urban centre that integrates housing, employment, transport and public services.
A high-level inter-departmental stakeholder consultation was held under the chairmanship of Development Commissioner Mihir Kumar Singh on Friday, bringing together members of the Bihar Urban Planning and Development Board and senior officials from multiple departments.
Organised by the Urban Development and Housing Department, the meeting sought suggestions from stakeholders to refine the township’s long-term development blueprint.
‘Township Must Be More Than A Housing Project’
Addressing the meeting, Mihir Kumar Singh said Bihar’s rapid urbanisation has often outpaced the development of essential civic infrastructure, resulting in unplanned growth in many areas.
He said projects such as the Pataliputra Greenfield Satellite Township should serve as models for planned urban development rather than being viewed merely as new residential colonies.
The Development Commissioner stressed that modern cities require coordinated planning across housing, employment, commercial activity, education, healthcare, transport, green spaces and public services. He said residents should be able to access essential services without travelling long distances.
Draft Plan Presented
During the consultation, Vinay Kumar, Principal Secretary of the Urban Development and Housing Department, presented the key features of the Draft Development Plan-2047.
The presentation covered the township’s vision, development objectives, planning principles, regional planning framework and proposed land-use strategy.
Officials also discussed plans for social infrastructure, mobility and Transit-Oriented Development (TOD), economic development, environmental conservation, blue-green infrastructure, climate-resilient urban planning, digital infrastructure, smart city systems, phased implementation, investment strategies, development control regulations and urban design guidelines.

Senior Officials Participate
The meeting was attended by senior officials from several departments, including Dr N. Vijayalakshmi, Additional Chief Secretary of the Planning and Development Department; Pankaj Kumar, Principal Secretary of the Rural Development Department; and Narmadeshwar Lal, Principal Secretary of the Agriculture Department.
The consultation forms part of the state’s efforts to finalise a long-term roadmap for the proposed satellite township, which is intended to support planned urban expansion around Patna while improving the delivery of infrastructure and public services.
