Patna: The Patna district administration is stepping up efforts to make it easier for businesses to set up and operate in the district, with 154 reforms and services being mapped across government departments under the Bihar government’s Ease of Doing Business programme.
The initiative aims to provide investors and entrepreneurs with faster, transparent and accessible services, while reducing delays in approvals and clearances.
The issue was reviewed at a meeting chaired by Patna District Magistrate Kundan Kumar, who directed departments to ensure that applications are processed within prescribed timeframes and in accordance with established procedures.
Services To Cover Industry, Licences And Clearances
The reforms cover a range of services required by businesses, including industrial establishment, business approvals and licences, environmental and other NOCs, building permits, labour-related services, fire safety, pollution control, electricity connections and municipal clearances.
Officials were instructed to dispose of applications promptly and ensure that entrepreneurs have easy access to information about the procedures involved.
The district administration has also stressed the need for better coordination between departments to prevent investors from having to make repeated visits to different offices.
154 Reforms To Be Mapped Across Departments
The General Manager of the District Industries Centre has been directed to map all 154 reforms and services under the District Business Reform Action Plan with the departments responsible for delivering them.
The District Magistrate said reducing unnecessary bureaucratic procedures for investors and entrepreneurs was a priority.
The administration plans to strengthen digitisation, online applications and approvals, time-bound service delivery and transparent processes as part of the effort.
Regular monitoring mechanisms will also be introduced to track pending applications and resolve problems faced by investors.
Single-Window System Planned
Kundan Kumar directed officials to adopt a cooperative approach towards investors and entrepreneurs and accelerate the disposal of pending cases.
He also called for a single-window system at the district level, allowing entrepreneurs to obtain NOCs and other essential services from a common point rather than approaching multiple departments separately.
The administration has been asked to make information relating to industrial establishment and the required procedures readily available to citizens.
Focus On Jobs And Local Investment
The district administration said the broader objective is to create an investment- and industry-friendly environment that can encourage new businesses, strengthen MSMEs and generate employment.
Kundan Kumar said the establishment of more industries and businesses would create opportunities for young people to find employment closer to home, while contributing to local economic activity and Bihar’s wider economic growth.
