Patna DM and SSP Outline Action Plan for Traffic Management and Urban Development

Patna: A high-level meeting on traffic management, civic amenities, and city beautification in Patna was held on Thursday at the Collectorate auditorium under the joint chairmanship of District Magistrate Dr. Chandrashekhar Singh and Senior Superintendent of Police Rajiv Mishra. The meeting focused on implementing short- and long-term development plans tailored to the city’s needs, aiming to address growing concerns around infrastructure, traffic congestion, and urban development.

Progress in Urban Development
Highlighting Patna’s rapid urban expansion, the District Magistrate noted significant infrastructure improvements, including new roads, bridges, and flyovers, alongside the ongoing construction of the metro rail. He praised Patna Smart City Limited for its role in traffic management and monitoring, urging officials to ensure the Integrated Traffic Management System (ITMS) operates effectively. This includes the functionality of CCTV cameras, public address systems, and other advanced monitoring tools like Red Light Violation Detection (RLVD) and Automatic Number Plate Recognition (ANPR) systems.

The administration has also prioritized city beautification, focusing on developing green areas and implementing traffic regulations such as U-turns, one-way systems, and illegal parking enforcement. “Smooth traffic flow not only ensures public convenience but also impacts work efficiency and quality of life,” said Dr. Singh.

Tackling Encroachments and Parking Issues
Addressing the persistent issue of encroachments, the District Magistrate emphasized the need to keep roads, footpaths, and service roads clear. He called for regular anti-encroachment drives and urged citizens to refrain from unauthorized vending and parking on arterial and trunk roads. A dedicated action plan is underway to improve parking facilities, develop green zones, and ensure road encroachments are eliminated.

Traffic Challenges in Bihta
The meeting also reviewed proposals to alleviate traffic congestion in the Bihta area, exacerbated by sand-laden trucks from Arwal district and vehicles servicing the HPCL plant. A plan was discussed to reroute trucks via Sarmera, Bikram, and Naubatpur to reduce pressure on Bihta. Similarly, HPCL vehicles may be diverted through alternate routes, such as Lai and Sikariya, pending road repairs. These proposals aim to streamline traffic in the area while ensuring smoother transportation of goods.

Technological Interventions in Traffic Management
The administration highlighted the role of technology in enhancing traffic systems. Over 3,300 CCTV cameras have been installed at 415 locations across Patna by Patna Smart City Limited, including 2,602 surveillance cameras, 473 RLVD cameras, 150 ANPR cameras, and 12 speed violation detectors. Intelligent traffic management systems like Adaptive Traffic Control Systems (ATCS) and Variable Message Sign Boards (VMD) are also being implemented to improve efficiency and safety.

Commitment to Civic Development
Dr. Singh reiterated the administration’s commitment to providing top-tier civic amenities and creating a livable city. He emphasized that excellent traffic management and urban planning are vital for improving public safety, economic growth, and overall quality of life. “Patna serves as a gateway to eastern and north-eastern India. A well-managed traffic system will act as a catalyst for development and set a benchmark for other cities,” he said.

The District Magistrate urged all stakeholders to remain vigilant and committed, ensuring that public safety and urban development remain top priorities. A three-member committee comprising the Superintendent of Police (Traffic), Sub-Divisional Officer (Patna Sadar), and Additional District Magistrate (Law and Order) is actively monitoring urban areas to address civic issues and implement necessary actions.

With plans for enhanced traffic management, better parking facilities, and a focus on city beautification, Patna’s administration aims to transform the capital into a model city for eastern India.
