Patna: The distribution of Khatiyan samples (draft land records) in villages covered under the ongoing land survey in Patna district is expected to begin from the end of September, with the survey office initially preparing to cover 30 mauzas.
The district survey office has started preparing a list of the mauzas where the Khatiyan samples will be distributed. Meetings will be organised in the villages to inform raiyats (landholders) about the survey findings and provide them with copies of the Khatiyan sample, also referred to as the LPM (Land Parcel Map).
Raiyats will be able to file claims and objections in Form-8 if they find discrepancies in the draft records. They will have to submit relevant original documents along with their genealogy (vanshavali) to support their claims.
How will claims and objections be heard?
For disputes involving raiyati land, the concerned Kanungo will conduct the hearing. Notices will be issued to both parties, who will be called for the hearing.
If the land is classified as government land, claims and objections will be heard by the camp in-charge.
Neeraj Kumar Seth, Assistant Settlement Officer (Headquarters), said boundary verification of all mauzas in the district has been completed.
“Katwar” or parcel-wise survey work is currently underway in 165 mauzas. The Khana-Puri process has been completed in 30 mauzas, while work is in progress in another 28 mauzas.
Status of land survey in Patna district
Patna district has a total of 1,511 mauzas. Of these:
- 41 mauzas are part of village topo-land.
- 170 revenue villages fall under urban local bodies.
- Land survey work is currently being carried out in the remaining 1,300 mauzas.
The survey of several categories of land will be recorded in the name of the Bihar government, including Gairmazarua Aam and Malik land, Khas Mahal/Caisare-Hind land, Bakasht land, Bhoodan land, land affected by land-ceiling proceedings, Basgit Parcha land, settlement-patta land, Waqf Board land and land belonging to religious trusts.
List to be displayed at panchayat buildings
After completion of the Khana-Puri process, the district survey office has started preparing LPMs or Khatiyan samples for the first 30 mauzas.
The lists will be displayed at panchayat buildings and block offices so that landholders can check the records.
Meetings will also be held in the villages where raiyats will be provided with the Khatiyan samples or Land Parcel Maps.
Officials have said people living outside their villages may need to visit their native village once to collect and verify the document and file a claim or objection if required.
After claims and objections are heard and disputes are resolved, the final land records will be prepared. The final list will subsequently be made available both offline and online.
The process is aimed at updating land records and resolving discrepancies and ownership-related disputes through the ongoing land survey.
