Patna: The Patna district administration has asked banks to submit a list of borrowers who have allegedly failed to repay loans of Rs 25 lakh or more despite having the capacity to do so, officials said.
The administration plans to initiate recovery proceedings against such borrowers after receiving the lists from banks. Details of defaulters under the Pradhan Mantri Mudra Yojana have also been sought for recovery action in accordance with applicable rules.
The directions were issued during a joint meeting of the District Consultative Committee and District-Level Review Committee on Friday, following instructions from District Magistrate Kundan Kumar.
Deputy Development Commissioner Shubham Kumar reviewed the functioning of banks during the meeting, which was attended by the district lead bank manager and coordinators representing 34 banks.
Recovery Action Against Major Defaulters
Officials said recovery proceedings could be initiated through certificate cases against borrowers identified as alleged wilful defaulters with outstanding loans of Rs 25 lakh or more.
Banks have also been asked to provide details of defaulters under the Mudra loan scheme to facilitate action under the prescribed recovery process.
The administration has directed banks to focus on both loan recovery and timely credit disbursal to eligible beneficiaries.
Banks Asked To Improve CD Ratio
The district’s credit-deposit (CD) ratio currently stands at 50.04 per cent, below the state average of 58 per cent, according to officials.
The district administration asked banks to take measures to improve the ratio towards 70 per cent.
Banks were advised to increase lending to farmers, entrepreneurs, young people and other eligible borrowers to support employment and self-employment opportunities.
Officials also asked banks with lower CD ratios to take specific steps to improve credit disbursal.
Rs 1.19 Lakh Crore Credit Target
Under the Annual Credit Plan for 2026-27, banks in Patna district have been assigned a loan disbursal target of around Rs 1.19 lakh crore.
Officials said the performance during the first quarter was satisfactory but directed private banks to improve their performance and extend more loans to eligible beneficiaries.
Patna district has 1,011 branches operated by 34 banks.
Focus On Financial Inclusion
The administration also reviewed efforts to expand banking services in rural areas.
Officials directed banks to speed up the process of opening accounts for around 14,000 Jeevika beneficiaries through Bank Sakhis across the district’s 309 panchayats during the year.
Women have also been given priority in the selection of banking correspondents and customer service centre operators in remote rural areas, according to the directions issued during the meeting.
Review Of Government-Backed Loan Schemes
The meeting reviewed the progress of several credit-linked schemes, including agricultural and animal husbandry loans, the Pradhan Mantri Mudra Yojana, PM Surya Ghar, PMEGP and PMFME.
Banks were asked to promptly process pending loan applications received from the animal husbandry department. Officials said banks and the department would hold joint review meetings every 15 days to monitor pending applications.
Banks were also directed to facilitate loans for eligible beneficiaries under government schemes and ensure that applications are processed without unnecessary delays.
