Patna: In a major step towards strengthening urban infrastructure and financial self-reliance, the Patna Municipal Corporation (PMC) has approved a proposal to issue municipal bonds worth up to Rs 200 crore, following the model adopted by Nashik Municipal Corporation. The move is aimed at building an “Atmanirbhar Patna,” where technology-driven governance and robust infrastructure development go hand in hand.
The decision comes amid rapid population growth and increasing urbanisation in the state capital. Civic officials said expanding financial resources has become essential to meet the city’s evolving needs and to accelerate its transformation into a modern and smart city.
According to officials, the funds raised through the municipal bond issue will be utilised to strengthen core infrastructure and improve civic amenities under the AMRUT 2.0 scheme and other urban development programmes. Key focus areas include water supply, sewerage networks, sanitation services, traffic management, environmental protection measures, and the overall upgradation of citizen facilities.
To ensure smooth execution of the bond issuance process, the municipal corporation will constitute a dedicated Bond Issuance Committee. The committee will be chaired by the Municipal Commissioner and will oversee planning, compliance, and implementation related to the bond issue.
Municipal bonds are a form of debt instrument through which local government bodies such as municipal corporations or municipalities raise funds from the public for development projects. Investors who purchase these bonds essentially lend money to the civic body for a fixed period. In return, the issuing authority pays interest at a predetermined rate and repays the principal amount upon maturity.
Urban finance experts believe that the proposed municipal bond issue could provide Patna with long-term financial resources while reducing dependence on state and central grants. If executed effectively, the initiative is expected to play a crucial role in improving urban infrastructure, enhancing civic services, and supporting sustainable urban development in Bihar’s capital.
