70% Drop In Land Registrations In Patna Amid Satellite Township Push And Mutation Backlog

Property registrations in Patna have fallen by nearly 70% after restrictions linked to the proposed Greenfield Satellite Township project and prolonged disruption in circle offices.

Patna: The proposed Greenfield Satellite Township project in Patna, combined with prolonged disruption in land administration offices, has brought large sections of the district’s real estate market to a near standstill.

Property dealers, investors and landowners say uncertainty surrounding the township plan — along with an 86-day strike by circle office employees earlier this year — has sharply affected land transactions across Patna district.

Although circle officers and revenue staff resumed work earlier this month, officials are still grappling with a large backlog of mutation applications.

Revenue and Land Reforms Minister Dilip Kumar Jaiswal has directed officials to clear pending mutation cases within 15 days.

Registrations Fall By Nearly 70%

The impact is most visible at the Patna Sadar Registration Office, where officials reported a dramatic fall in daily property registrations.

According to registration department officials:

  • earlier, around 150 property documents were registered daily
  • the figure has now dropped to between 35 and 45 registrations per day

Officials said the slowdown intensified after restrictions linked to the proposed satellite township project came into effect until March 31, 2027.

The restrictions have affected property transactions, agreements and new construction activities across 275 revenue villages spanning nine blocks, including:

  • Daniyawan
  • Fatuha
  • Dhanarua
  • Masaurhi
  • Naubatpur
  • Patna Rural
  • Phulwarisharif
  • Sampatchak

Dealers And Buyers Adopt ‘Wait-And-Watch’ Approach

Real estate agents said uncertainty over future land acquisition, compensation mechanisms and development plans had discouraged both buyers and sellers from entering into major transactions.

Dealers and intermediaries associated with the land trade said business activity had slowed sharply across several parts of the district.

Investors are also reportedly adopting a “wait-and-watch” approach while awaiting clarity regarding:

  • compensation structures
  • future land use
  • benefits promised under the township project

Government Pushes Ambitious Urban Expansion Plan

The Bihar government has described the proposed Greenfield Satellite Township as a major urban development initiative aimed at managing Patna’s rapid population growth and urban expansion.

Officials said the township is currently planned across a core area of approximately 1,010 acres, with long-term expansion proposals covering more than 81,000 acres.

The project is expected to include infrastructure modelled on cities such as Chandigarh and Noida, including:

  • wide roads
  • a Sports City
  • a Fintech City
  • a Logistics Hub

According to officials, farmers and landowners whose land is acquired will receive back 55% of the developed land.

Authorities claim the compensation model could provide returns worth 10 to 20 times current market values.

The largest concentration of proposed township expansion lies in:

  • Fatuha
  • Punpun

More than 150 revenue villages across the two regions have reportedly been included in the plan.

Officials said:

  • over 70 villages in Fatuha
  • around 85 villages in Punpun

would form part of the project.

Additional villages from:

  • Naubatpur
  • Dhanarua
  • Masaurhi
  • Daniyawan

have also been included.

Revenue Collection Had Earlier Hit Record Levels

The slowdown comes despite Patna district recording a strong performance in land registrations during the 2025-26 financial year.

According to official figures:

  • 128,367 registrations were recorded during the year
  • revenue collection reached Rs 1,506.38 crore
  • the target had been Rs 1,361.38 crore

Officials said this represented the highest registration revenue generated by any district in Bihar.

Danapur emerged as the leading contributor with:

  • 12,633 registrations
  • revenue collection of Rs 255.72 crore

Officials maintain that the present restrictions are temporary and argue that the township project could accelerate long-term economic growth, employment and urban development in the region.

For now, however, the uncertainty has left Patna’s land market largely subdued.
