Patna: An Indian Police Service officer serving as inspector general of Bihar’s Home Guard and Fire Services has been arrested by Andhra Pradesh police in connection with an attempted murder case linked to the alleged custodial assault of a former MP.
M Sunil Nayak, a 2005-batch Bihar cadre officer, was detained at his government residence in Patna’s Shastri Nagar area on Monday morning and is being taken to the Patna civil court before being moved to Andhra Pradesh on transit remand, officials said.
A case has been registered against Nayak under section 307 of the Indian Penal Code, which relates to attempted murder. The charges stem from a complaint filed by K. Raghurama Krishna Raju, who represented Narsapuram in Andhra Pradesh.
According to police sources, a team from Andhra Pradesh arrived at Nayak’s residence early in the morning and conducted a search. Personnel from the local Bihar police were present, and security was tightened around the premises. A number of Home Guard personnel gathered outside, alleging that the arrest violated established procedures.
The arrest reportedly led to tense scenes between officials from Bihar and Andhra Pradesh. Nayak’s lawyer moved the Patna high court seeking a stay on the arrest. Andhra Pradesh police are said to have kept the officer inside a room at his official residence during the operation.

Allegations Date Back to 2021
The case relates to events in 2021, when Nayak was posted on central deputation with the CID in Andhra Pradesh. At the time, Raghurama Krishna Raju was a sitting MP who had publicly criticised the then chief minister, Y. S. Jagan Mohan Reddy, and his party, the YSR Congress Party.
Following those remarks, a case was registered against Raju. A CID team arrested him from his residence in Hyderabad and took him to Guntur for questioning.
Raju later alleged that he was brutally assaulted in custody and that there had been a conspiracy to eliminate him at the behest of the state government. He claimed the action was politically motivated rather than a routine legal process.
In 2023, on the basis of his complaint, a case of attempted murder was registered against five individuals, including Jagan Mohan Reddy and two IPS officers. Alongside Nayak, IPS officer PSR Sitaramanjaneyulu, retired officer R Vijay Paul and a former superintendent of Guntur Government General Hospital were named as accused.
Officials said the case against Nayak proceeded after a court order. His bail was subsequently cancelled, clearing the way for his arrest. Investigating officers had earlier issued two notices asking him to appear for questioning, but he did not attend on the scheduled dates.
