Patna: Bihar Chief Minister Nitish Kumar on Thursday announced an expansion of the Chief Minister’s Self-Help Allowance Scheme under the state’s flagship “7 Nischay” program, aimed at boosting employment opportunities for educated youth. The announcement comes ahead of the upcoming state assembly elections.
In a post on X (formerly Twitter), Kumar said that providing government jobs and employment opportunities has been his government’s priority since it came to power in 2005. He reiterated the state’s target of creating 10 million jobs in the next five years through both government and private sector initiatives.

The scheme, earlier applicable to intermediate pass candidates, will now cover unemployed graduates in Arts, Science, and Commerce between the ages of 20 and 25. Eligible applicants, who are not pursuing further studies or engaged in government, private, or self-employment, will receive a monthly allowance of ₹1,000 for up to two years.
“I hope that these young men and women will use this assistance to undergo skill training and prepare for competitive examinations, thereby securing their future,” Kumar said in his statement.
The Chief Minister added that the initiative is designed to empower the youth of Bihar, making them self-reliant and employable. “Educated youth here will become skilled and contribute significantly to the development of both the state and the country,” he noted.
