Bihar Introduces New Driving Licence Rules: DL To Be Issued Only After Track Test

Patna : From March, obtaining a driving licence in all districts of Bihar will require passing a test on an automated testing track. At present, this system is only available in Patna and Aurangabad, where applicants take their test under CCTV surveillance.
According to the Transport Department, testing tracks are being constructed in 36 districts. So far, 26 districts have nearly completed the infrastructure, while work is ongoing in the remaining 10. Funds have been allocated to expedite construction, with a deadline set for March.
The new system aims to bring transparency to the licence issuance process. Applicants will be required to take the test online and demonstrate their driving skills on a monitored track. Only those who pass the test and exhibit knowledge of traffic rules will receive a licence.
Steps to obtain a driving licence:
1. Application submission – Applicants must obtain a form from their nearest Regional Transport Office (RTO) or apply online. Required documents include proof of identity, address, age, and four passport-sized photographs.
2. Learning licence test – After submitting the application, candidates must pass a written exam on traffic rules and road safety. The learning licence remains valid for six months.
3. Driving test – Within the validity period of the learning licence, applicants must pass a practical test to evaluate their driving ability.
4. Licence issuance – Upon passing the driving test, a permanent licence will be issued.
Driving test requirements:
• Vehicle inspection – Candidates must check headlights, brake lights, and tyres before the test.
• Road assessment – The test includes driving on straight roads, curves, and at traffic signals.
• Traffic rule compliance – Drivers must obey speed limits, traffic signals, and pedestrian crossings.
• Vehicle control – Candidates must demonstrate braking, acceleration, and steering control.
• Safety measures – Wearing seatbelts and avoiding mobile phone use are mandatory.
